Book excerpt: This study examines the impact of paddy irrigation investments, operations, and maintenance in Myanmar, Thailand, and Vietnam, as well as the conclusions of a performance audit of flood control schemes at three sites in Bangladesh. Findings from the review contradict the dominant model for government-operated, gravity-fed irrigation schemes in the humid tropics. The irrigation schemes are performing less well than expected at appraisal, mainly because of falling paddy prices, overoptimism about the crop area served, and project design faults. Results emphasize the value of co-production, involving pragmatic approaches to operation and maintenance under which public irrigation agencies, local authorities, and farmers work together to address specific problems and strengthen appropriate incentives.

The report contends that the policies recommended in these four areas would reshape the global trade architecture in a way that would enhance the prospects of developing countries and reduce world poverty. While the most likely scenario is for recovery beginning in 2002, todayÂ's slow growth of global trade and weakening financial flows to all but the most creditworthy countries, has impeded growth in developing countries. Global Economic Prospects 2002 concludes that the long-term promise of well-implemented trade reform is therefore tangible: a world with a much higher standard of living, hundreds of millions lifted out of poverty, and a sharp increase in children living beyond their fifth birthday to become productive citizens of the world.

Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

Book excerpt: Community empowerment has been frequently studied at subnational levels but it is less clear how to measure it at a national level. Mixed methods approaches would be advantageous using quantitative data from databases plus qualitative information to derive a range of variables and indicators. This report identifies assessment methods that have been used and evidence for integrating qualitative and quantitative data for national assessments. When resources are limited or there is no current practice of measurement of community empowerment the simplest approach is to combine a selection of quantitative variables and indicators available in statistical databases. When resources can be allocated a more systematic approach would supplement such accessible data with some form of rapid qualitative assessment. Ideally a formal national monitoring and evaluation system would be instituted that collects all the relevant quantitative and qualitative data and combines these into a regularly updated assessment.
