Book excerpt: "According to the 9/11 Commission, constraining the mobility of terrorists is one of the most effective weapons in fighting terrorism.This report (1) describes key gaps the U.S. government has identified in foreign countries' capacity to prevent terrorist travel overseas, (2) evaluates how U.S. capacity-building efforts address those gaps, and (3) assesses the extent to which the U.S. government is measuring progress in its efforts to close those gaps.To identify the key gaps, GAO reviewed governmentwide assessments of vulnerabilities in the international travel system. GAO reviewed the strategies and documentation of U.S. agencies funding and/or implementing foreign capacity-building efforts to prevent terrorist travel overseas, including those of the Departments of State (State)-which coordinates U.S. efforts overseas-Defense (DOD), Homeland Security (DHS), Justice (DOJ), and the U.S. Agency for International Development (USAID). GAO also interviewed officials from the National Security Staff, of the National Security Council (NSC), which oversees counterterrorism policy. GAO met with these agencies and conducted field work in Kenya, Pakistan, the Philippines, and Thailand. GAO recommends that (1) State develop a mechanism to improve coordination of various agencies' efforts to provide fraudulent travel document training to foreign partners, and (2) NSC develop a mechanism to measure, track, and report on overall progress toward the goal..."

Designation allows the United States to impose legal consequences on the FTO or on individuals who support the FTO. As of June 1, 2015, 59 organizations were designated as FTOs. GAO was asked to review the FTO designation process. This report provides information on the process by which the Secretary of State designates FTOs. Specifically, this report addresses (1) the process for designating FTOs, (2) the extent to which the Department of State considers input from other agencies during the FTO designation process, and (3) the consequences that U.S. agencies impose as a result of an FTO designation. To address these objectives, GAO reviewed and analyzed agency documents and data, and interviewed officials from Departments of Defense, Homeland Security, Justice, State, and the Treasury, as well as the intelligence community. Separately, GAO also reviewed the duration of the designation process for FTOs designated between 2012 and 2014. That information was published in April 2015 in a report for official use only. GAO is not making recommendations in this report.

Book excerpt: Chemical and biological experts and intelligence agency officials believe that the ease or difficulty for terrorists to cause mass casualties with an improvised chemical or biological weapon or device depends on the chemical or biological agent selected. Experts from the scientific, intelligence, and law enforcement communities told us that terrorists do not need sophisticated knowledge or dissemination methods to use toxic industrial chemicals such as chlorine. In contrast, terrorists would need a relatively high degree of sophistication to successfully cause mass casualties with some other chemical and most biological agents. Specialized knowledge would be needed to acquire the right biological agent or precursor chemicals,3 process the chemical or biological agent, improvise a weapon or device, and effectively disseminate the agent to cause mass casualties. Throughout the different stages of the process, terrorists would run the risk of hurting themselves and of being detected and would have to overcome technical and operational challenges. Some virulent biological agents and precursor chemicals are difficult to obtain, and others are difficult to process or produce, especially in the quantities needed to cause mass casualties. In addition, effective dissemination of chemical and biological agents can be disrupted by environmental and meteorological factors. Terrorists with less sophistication could make a chemical or biological weapon and disseminate agents, but these would be less likely to cause mass casualties.
