Book excerpt: Excerpt from Colonization of the Free Colored Population of Maryland, and of Such Slaves as May Hereafter Become Free: Statement of Facts, for the Use of Those Who Have Not Yet Reflected on This Important Subject The truth of the above remarks is so manifest, that it cannot be contested; and every man bf sense, whether he be white or co lored, who reflects upon the subject, must see there is but one remedy for the enumerated evils. That remedy is removal. As it is clearly impossible for'the whites to remove, who are the vast majority, and possess the government, the soil, education, &c. &c., it follows that the colored population must remove, beginning with those that are now free, and continuing with those that may hereafter become so. Experience has already proved, that where the free people of color shall begin to be removed, many slave-holders who would never consent to give their slaves freedom and let them remain here, will manumit them on condition of their going away. Merely to manumit them would not always be a benefit. They can never be but nominally free; their previous habits disqualify them: often for proper exertions here for their own support; their low and hopeless rank in society deprives them of all honorable ambition. 'for these reasons, it seems to be decided by the public sentiment, that to inspire them with a proper feeling of emulation, they must be placed in a state of society where they will enjoy equal rights in every respect. Book excerpt: Excerpt from Report of the Committee on the Coloured Population, of Answers of the President of the Colonization Society of Maryland: In Obedience to the Order Adopted by the House of Delegates, on the 4th of January, 1841 The act of not only provided for tie removal of manumit ted slaves and free colored people of Maryland, but it prohibits slaves from being brought, and free colored persons from coming, into the State - both which provisions were consistent with the policy ofthe law, which was to prevent any increase from abroad, ofthe colored population, while an outlet was provided, by which its numbers would gradually become diminished. Various supple ments to the act of 1831 were passed, however, from time to time, authorising slaves to be brought into the State under particular circumstances, upon the payment of a tax, so that although the te moval of free colored persons and manumitted slaves by the Colon izatron Society, was going on, and large numbers of slaves were removed by sale to the south and southwest, yet the reduction in the number ofthe colored population was not as great as it Would have been, had the original policy of the State been maintained. Jacobs, on the Free Colored Population of Maryland: Delivered in the House of Delegates, on the 17th of February, 1860 In the House of Delegates, Feb. 17, 1860, the Bills of the Committee on Colored Population being under consideration, Mr. Burgess, of Charles county, moved to substitute bills upon the same subject, submitted by Mr. Dennis, of Somerset county. After some debate on points of order, and upon the motion to substitute, which brought up the merits of the bills of the Committee then under consideration, Col. Jacobs, who is Chairman of the Committee, arose and said: Mr. Speaker: As in the history of individuals, events transpire that modulate and control their future destiny in this world - so it is in the history of governments. History teaches us that governments like human systems have their regular periods of growth, maturity, decline and extinction; and while it is little more than a dismal record of the crimes and the calamities of the human race, it also teaches us that the ignorance, avarice, wickedness and ambition of mankind may be assigned as the general causes of the downfall of government. Living as we do it the middle of this nineteenth century with the lights of Christianity all around us, and the knowledge of past centuries, the rapid progress of the present age in the arts, literature and sciences, all shedding a halo of light upon our career as a people; and blessed by high Heaven with one of the best forms of government ever instituted for man's civil, religious and political liberty - I say, surrounded as we are by those great blessings, it would seem that peace and plenty on the one hand, and contentment and happiness on the other, ought to characteristic our people and secure the perpetuity of our glorious institutions. Let action also, if any is to be had, tend to such result as it is practicable to accomplish, and at the same time not incompatible with the best interests Of any. Let the question be put at once to every white inhabitant Of the state, What is the true policy to be pursued at this time with regard to the coloured popula tion? And but one answer can be given. Colonization of the free blacks and the manumitted slaves. Enlarge upon the policy already adopted by the state, and which has for the past ten years been productive of the most beneficial results. The removal Of the free blacks to the land Of their ancestors, to the home provided for them at the expense of the state, where they can enjoy all the privileges and advantages Of a free and independent government, administered by those of their own caste and colour, is the only course which sound policy dictates, and the only one consistent with justice to this long-suffering and much injured people - with the rights of the slave-holding citizens - with the best interests of the labouring white population - and with the true honour Of the state.
