Book excerpt: The 2009 SOAR (Student Outcome and Achievement Report) relies upon two sets of data, the academic performance data (which are collected directly from the colleges and universities) and the SAT (Scholastic Assessment Test)/ACT (American College Testing Program) data, to examine the relationship between students' academic achievements and experiences in high school and how they did during their first year in college. Specifically, the report includes students who graduated from Maryland high schools in the 2005-2006 year and who also enrolled at a Maryland college or university during the 2006-2007 academic year. SOAR also includes an examination of the long-term graduation and transfer patterns of students who enrolled at public colleges and universities through fall 2000 (four-year campuses) and fall 2002 (community colleges). Among the major findings were that core students (those who took a college preparatory curriculum in high school) outperformed non-core students in every single category that was examined (math, reading, English, grade point average (GPA) and graduation and transfer rates. High school GPA was the best predictor of college performance for all three indicators analyzed (grade in first college math course, grade in first college English course and college GPA after the freshman year). Over time, the six-year graduation rate gaps between core and non-core students attending four-year universities have narrowed from seven percentage points to less than one percentage point. This decrease may be attributed to the fact that Maryland's four-year public and independent institutions have developed and implemented successful retention strategies for students who require remedial assistance upon enrolling. Also, Maryland is among the top five states in bachelor's degree production and ranks third in the percentage of its workforce holding advanced bachelor's or associates degree. Returning readers will observe two notable differences in this edition of SOAR. First, throughout the report the terms "remedial" and "developmental" are used interchangeably. Also, for the first time since the study began, separate analyses were conducted for Latino students and they are no longer included as part of the "other" category in the race/ethnicity breakdowns. (Contains 37 tables.).

Available in PDF, EPUB and Kindle. Book excerpt: This report draws on combined sets of data to examine the relationship between students' academic performance and experiences in high school and how well they did in their initial year in college. Specifically, it looks at students who graduated from a Maryland high school in the 2003-2004 school year who enrolled at a Maryland college or university during the 2004-2005 academic year. The Maryland Higher Education Commission also examined the long-term graduation and transfer patterns of students who enrolled at public colleges and universities in fall 1994 through 2000 based on the SAT (Scholastic Assessment Test) and ACT (American College Testing Program) information. This analysis, which provided additional insight into the factors which impact college success, was performed by linking student records in the Commission's enrollment and degree systems with those from the expanded SOAR (Student Outcome and Achievement Report) files in corresponding years. The report contains four sections. The first section examines the differences between the college performance of students who did or did not complete a college preparatory curriculum in high school. The second section contains the results of a multiple regression analysis which seeks to identify the factors that best predict first-year college performance. The third section examines trends in the data since 1997-1998. The fourth section presents the four-year graduation and transfer rates of students from Maryland community colleges and the six-year graduation rates of students from public four-year institutions in the State on the basis of whether or not they took a college preparatory course of study in high school. (Contains 36 tables.).

Book excerpt: "While the federal government seeks to promote educational attainment and equity through its extensive investment in student financial aid, states have primary responsibility for policies that affect the educational attainment of their populations. Despite the centrality of state policy, however, we know relatively little about the relationship between state policy and these outcomes. This book addresses this knowledge gap. Drawing on data collected from descriptive case studies of the relationship between public policy and higher education performance in five states (Georgia, Illinois, Maryland, Texas, and Washington), this book offers a more complete conceptual framework for understanding how state public policy can promote educational attainment. The resulting framework has five central tenets that help us understanding how to improve overall educational attainment and increase equity in that attainment. At its core, the model assumes that higher education performance is determined by effective state policy leadership for higher education. The book also illustrates the need for state policies that reduce the cumulative negative implications of policies that perpetuate differences in educational outcomes across groups and that proactively address the barriers that limit educational attainment for underachieving groups. This book has important implications for public policymakers, college and university leaders, educational researchers and others who are interested in understanding how public policy can improve educational attainment and equity in attainment across groups"-- Provided by publisher.

Book excerpt: 2017 Texas Association for Gifted and Talented Legacy Scholar Book Award 2017 National Association of Gifted Children Scholar Book of the Year Award In Excellence Gaps in Education, Jonathan A. Plucker and Scott J. Peters shine a spotlight on “excellence gaps”—the achievement gaps among subgroups of students performing at the highest levels of achievement. Much of the focus of recent education reform has been on closing gaps in achievement between students from different racial, ethnic, or socioeconomic backgrounds by bringing all students up to minimum levels of proficiency. Yet issues related to excellence gaps have been largely absent from discussions about how to improve our schools and communities. Plucker and Peters argue that these significant gaps reflect the existence of a persistent talent underclass in the United States among African American, Hispanic, Native American, and poor students, resulting in an incalculable loss of potential among our fastest growing populations. Drawing on the latest research and a wide range of national and international data, the authors outline the scope of the problem and make the case that excellence gaps should be targeted for elimination. They identify promising interventions for talent development already underway in schools and provide a detailed review of potential strategies, including universal screening, flexible grouping, targeted programs, and psychosocial interventions. Excellence Gaps in Education has the potential for changing our national conversation about equity and excellence and bringing fresh attention to the needs of high-potential students from underrepresented backgrounds.
