This study replicates "Validation Study I: Alignment of Texas College and Career Readiness Standards with Entry-Level General Education Courses at Texas Postsecondary Institutions" by exploring the relationship between the CCRS and career and technical education (CTE) courses to establish the validity of the standards as an accurate representation of the key knowledge and skills necessary for college and career readiness and success. The results of the study can be used to analyze elements of the CCRS and how they relate to successful preparation for CTE coursework. Overall, the findings from this study indicate that every CCRS cross-disciplinary standard is aligned with at least one of the nine CTE courses analyzed. A separate component of this study analyzed the course documents to identify common practice within current CTE courses, and to create Reference Course Profiles. Reference Course Profiles are composite representations of the course documents collected, and provide a snapshot of current practice. This component of Validation Study II resulted in 7 CTE Reference Course Profiles. The results of this study can be used in various ways. Secondary institutions can use the alignment results to create integrated CTE programming aligned with current expectations and practice. Postsecondary institutions can use this information to conduct self-studies of course content and expectations. Statewide, this study is an initial step in deepening the understanding of the knowledge and skills necessary for successful preparation for entry-level CTE courses. Book excerpt: College and career readiness for K-12 students has become a priority of legislatures and educational leaders in the United States. In recent years, Texas public school leaders have emphasized the importance of maximizing the percentage of College, Career and Military Ready (CCMR) graduates. The specific problem studied was that a low percentage of students in Texas, in comparison to the state's graduation rate, graduate with a CCMR distinction. Career and Technical Education (CTE), a component of K-12 education, can assist school leaders in maximizing college and career readiness for students. However, it was not clear how within schools, CTE enrollment predicts CCMR outcomes. The researcher sought to determine how the percentage of CTE enrollment predicts the percentage of CCMR student outcomes as defined by the Texas Education Agency. A quantitative research design was used for the study and a simple linear regression was the statistical analysis. The sample for the study included 41 Texas public high schools and the researcher collected archival data for each of the schools. Findings from this quantitative study indicated that the percentage of CTE enrollment was not a significant predictor of the percentage of CCMR graduates which is made up of both college ready and career/military ready graduates. The percentage of CTE enrollment was a negative predictor of the percentage of college ready graduates. Furthermore, the percentage of CTE enrollment was a positive predictor of the percentage of career/military ready graduates.

In particular, this study analyzed the CCRS in relation to the level of preparation necessary for entire CTE career pathways beyond entry-level courses in all five CCRS subject areas. For this study, a standard is considered aligned if one of two criteria is met: (1) the instructors from at least one course within the pathway most frequently reported (modal response) that the standard was "most necessary" or "more necessary" in preparing students to succeed in the course; or (2) the instructors from at least one course within the pathway most frequently selected (modal response) the rationale statement that the standard is: "required, not covered in course"; "reviewed only, not re-taught"; or "introduced as new material." Overall, a standard is considered aligned to a pathway if a standard is considered necessary or is taught in at least one course and that course is necessary for successful completion of a pathway. The findings are consistent with the results of the previous two validation studies comparing the CCRS to postsecondary expectations in Texas institutions of higher education. Secondary institutions can use the alignment results to create integrated CTE courses aligned with current postsecondary expectations and practice. Postsecondary institutions can use this information to conduct self-studies of content included in course pathways and to increase consistency between the pathways offered at different institutions. Statewide, this study is a continuing step toward deeper understanding of the knowledge and skills needed for success in select two-year CTE programs. Book excerpt: As K-12 systems throughout the country work to create Career and Technical Education (CTE) programs that will provide students with post-secondary skills and competencies to succeed in the workforce, many CTE students may be inadvertently denied the opportunity to also become college ready upon graduation. Focusing on high school CTE coursework deemed to be less academically rigorous, can limit the college readiness rates for CTE concentrators both in admittance and success thereafter. Utilizing Dewey and Prosser’s historical perspectives related to vocational education, current college and career readiness research, and nascent literature on college and career ready indicators, the purpose of this explanatory qualitative case study was to try to understand how adult aged students who graduated from the CTE course of study perceived their preparation for college and career readiness. This study had a sample size of three subjects per state (California, Illinois, and Texas) for a total of nine adult participants who graduated from high school and concentrated in CTE by completing two or more courses in a career or technical education pathway. Using surveys and interviews, the design of this study captured vivid details through the words and actions of the participants to explore and explain the relationship between aspects of their scholastic experiences and their perceived readiness. The findings revealed that that where participants went to school, the quality of the CTE program, and expertise of the adults involved made the greatest differences in participant perceptions of readiness-- superseding all other factors including geography, race, age, and gender. The findings from this study may have significant academic, social, and systemic implications as the belief that college and career readiness are one in the same prevails when driven by quantitative data points. The voices from the field are telling us otherwise.

Career pathways are a part of CTE and describe a focus that students undertake by choosing multiple courses in a similar vocational subject. This study extensively evaluated the CTE program in a large Gulf Coast suburban school district, the statistical differences of students on the Texas Assessment of Knowledge and Skills (TAKS) state assessment, and analyzed completion and dropout rates between CTE students in a career pathway and their non-CTE peers. A significant difference was found in English Language Arts (ELA), math and science TAKS scores, as well as in both completion and dropout rates. The role of CTE in public education and implication on school leadership are also discussed.

Book excerpt: One area of education that many school leaders utilize to assist students at risk of dropping out of school is Career and Technical Education (CTE). The hands-on learning and real-world connections that CTE offers are characteristics that are attractive to students who do not see the traditional values associated with a high school education. In contrast to these strengths, some educators doubt the ability of CTE programs to prepare students for college to the same degree as a traditional high school program. The purpose of this study was to determine the impact that CTE programs have on the achievement of at-risk students. Preliminary Scholastic Aptitude Test (PSAT) and Texas Assessment of Knowledge and Skills (TAKS) scores of at-risk high school students (n = 1,161) from a large, suburban school district in Texas were examined to determine if a student's level of involvement in a CTE program affected their achievement at both the minimum skill and college readiness levels. A logistical regression was performed to determine the extent to which at-risk students' level of CTE involvement was related to TAKS English Language Arts and Math scaled scores and to PSAT Critical Reading and Math scores. The results of this study indicated that the achievement levels of at-risk students on the measure of minimum skills were not statistically significantly different when analyzed by level of CTE involvement. The achievement levels of at-risk students on the measure of college readiness levels, however, were statistically significantly lower for students with lower levels of CTE involvement. As the level of CTE involvement increased, this difference disappeared. The results of this study should encourage school leaders to re-examine CTE programs and to determine ways in which to merge the best aspects from academic and CTE courses together to increase achievement for all students.

Book excerpt: The problem addressed in the proposed study is the relationship between student performance in the postsecondary readiness components established by TEA reported in Index 4 and student participation in a coherent sequence of Career Technical Education courses. Postsecondary readiness focuses on the skills and foundation students need after high school in order to be successful in college, the workforce, or other types of training including the military. There is a negative perception of Career Technical Education (CTE) in public schools despite recent legislation mandating more CTE opportunities for students per House Bill 5. The purpose of the study was to investigate the relationship between students’ participation in CTE courses and their performance on postsecondary. In addition, this study included analysis of the relationship between gender, ethnicity, and specific CTE pathways of study. This study investigated this relationship in a large urban district, known in the study as ABC district, including state testing performance across the all high school campuses in this district. The project portion of this study evolved from the literature review and included programming recommendations for instructional leaders.
