These are particularly of water, soil characteristics, genotypic and phenotypic variations and their expressions, age-correlated biochemical changes aligned with planting schedules and favorable weather/climate conditions. Nutrients, occurrence and distribution of associated vegetation including crop mixes also influence productivity. The overarching aspect of farming practice wields significant influence on the outcome and hence it is important to be clear about the particular focus of the investigations being carried out and reported in a suitable manner. It is essential to recognize that scientific research in agriculture in India has always produced valuable results of direct relevance to her people. Importantly, preparedness to tackle disasters due to inclement weather system has prominently featured on the agenda. The recent focus on climate change and impacts has provided the necessary impetus to reorganize the framework of investigation to capture the specifics of such impacts. In this context, the importance of micro climate variations too viz-a-viz the larger scales of impacts cannot be overemphasized. It will be useful to also help characterize natural variations versus artificially induced variations, helping us understand the complexities of individual and synergistic impacts too. Obviously, the limits and limitations of models could determine the spread and depth of the outcomes of investigations. Empirical evidences to reinforce assumptions have to also be documented with utmost care; guided by an understanding of the limits of tolerance, limiting factors, and the precautionary principle especially in the public policy interface. The present volume therefore, showcases these strands with the fond hope that they will stimulate further thinking and enable appropriate action.

The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. Further, since agriculture, forestry and other land-use sectors contribute about 10–12 gigatonnes of CO2-equivalent per year, it argues that agricultural policy must dovetail adaptation and mitigation strategies to reduce greenhouse gases emissions. This calls for a reformative and disruptive agricultural strategy like climate-smart agriculture, which can operate at all spatio-temporal scales with few modifications. Book excerpt: To understand the impacts of support programs on global emissions, this paper considers the impacts of domestic subsidies, price distortions at the border, and investments in emission-reducing technologies on global greenhouse gas (GHG) emissions from agriculture. In a step towards a full evaluation of the impacts, it uses a counterfactual global model scenario showing how much emissions from agricultural production would change if agricultural support were abolished worldwide. The analysis indicates that, without subsidies paid directly to farmers, output of some emission-intensive activities and agricultural emissions would be smaller. Without agricultural trade protection, however, emissions would be higher. This is partly because protection reduces global demand more than it increases global agricultural supply, and partly because some countries that currently tax agriculture have high emission intensities. Policies that directly reduce emission intensities yield much larger reductions in emissions than those that reduce emission intensities by increasing overall productivity because overall productivity growth creates a rebound effect by reducing product prices and expanding output. A key challenge is designing policy reforms that effectively reduce emissions without jeopardizing other key goals such as improving nutrition and reducing poverty. While the scenario analysis in this paper does not propose any particular policy reform, it does provide an important building block towards a full understanding the impacts of repurposed agricultural support measures on mitigation of greenhouse gas emissions and adaptation to climate change. That full analysis is being undertaken in subsequent work, which will also take account of land-use change and alternative forms of agricultural policy support to align objectives of food security, farmers’ income security, production efficiency and resilience, and environmental protection.
