Book excerpt: How the Regional Greenhouse Gas Initiative created a new paradigm in climate policy by requiring polluters to pay for their emissions for the first time. In 2008, a group of states in the northeast United States launched an emissions trading program, the Regional Greenhouse Gas Initiative (RGGI). With RGGI, these states—Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont—achieved what had been considered politically impossible: they forced polluters to pay the public for their emissions. The states accomplished this by conducting auctions of emissions “allowances”; by 2014, they had raised more than $2.2 billion in revenues. In this first in-depth examination of RGGI, Leigh Raymond describes this revolutionary and influential policy model and explains the practical and theoretical implications for climate policy. Other cap-and-trade schemes had been criticized for providing private profits rather than public benefits, allowing private firms to make money by buying and selling valuable “rights to pollute.” RGGI, by contrast, directed virtually all emissions auction revenues to programs benefiting the public at large. By reframing the issue in terms of public benefits, environmental advocates emphasized the public ownership of the atmospheric commons and private corporations' responsibility to pay for their use of it. Raymond argues that this kind of “normative reframing” is significant not only for environmental policy making but also for theories of the policy process, helping to explain and predict sudden policy change.

Book excerpt: The Regional Greenhouse Gas Initiative (RGGI) is the nation's first mandatory cap-and-trade program for greenhouse gas (GHG) emissions. As of 1 January 2012, RGGI involves nine states - Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont. The RGGI cap-and-trade system applies only to carbon dioxide (CO2) emissions from electric power plants with capacities to generate 23 megawatts or more-approximately 168 facilities. The RGGI emissions cap took effect 1 January 2009. This book provides an overview of the RGGI cap-and-trade program and the participating RGGI states, with a discussion on select issues raised by RGGI that may be of interest to policy-makers who are considering developing a federal program.

Book excerpt: Climate change and atmospheric warming are problems of global scale, significance, and impact and are arguably dealt with most effectively at the level of national and supra-national governance. The mixed success of the Kyoto Protocol demonstrated the importance of accommodating the needs and rights of nations with vastly different economic structures, development trends, and progress towards greenhouse gas reduction in order to reach a perception of fairness for and among all parties. Despite some progress, the goal of an effective international agreement to reduce carbon emissions and other greenhouse gas-contributing pollutants remains unfulfilled. In the absence of a workable international framework for addressing global climate change, smaller agencies, both governmental and private, have begun taking proactive steps to reduce their share of pollutants, greenhouse gas-contributing and otherwise. Regional intergovernmental alliances, such as the Regional Greenhouse Gas Initiative (RGGI), non-governmental agencies, such as ICLEI Global: Local Governments for Sustainability, and state and municipal governments, such as the Commonwealth of Massachusetts and the Town of Amherst, Massachusetts, have acted upon the recognition that global environmental problems can be addressed at all levels through local initiatives, such as those that reduce energy demand through increased building and vehicle efficiency and those that reduce waste output through increased recycling.
Book Synopsis Climate Change and Green Growth by : Zhe Zhao

Book excerpt: The Massachusetts Green Communities Grant Program (GCP) was created by passage of the Massachusetts Green Communities Act in 2008, which provides funding, tools and technical support to assist local communities in achieving the goal of energy efficiency and greenhouse gas (GHG) emissions reduction. With the growing number of communities designated as GCP participants over the past two years, public focus has increasingly turned towards assessing the relative effectiveness of the GCP compared to other programs. The purpose of this research is to evaluate the relative effectiveness of the Green Communities Grant Program in supporting participating local governments to mitigate and adapt to climate change, especially in the areas of energy efficiency and emissions reduction. The findings are based on comparative case study analysis between participant Green Communities and non-Green Communities with comparable population size. The results of the qualitative analysis indicated that the communities with relatively strong regional planning agency assistance, relatively large planning departments, completed master/comprehensive plans, and memberships in other climate change protection and sustainable development organizations tend to have much better performance in energy efficiency and GHG emissions reduction. The research also provides suggestions for future research and recommendations for other Massachusetts communities that plan to implement energy-efficiency projects and emissions reduction strategies, whether or not through GCP membership.

Book excerpt: This article investigates the complex processes of climate change by highlighting the devastating consequences of climatic disturbances on the northeastern sugar maple. The article then analyzes the economic impact of climate change to illustrate the importance of curbing carbon emissions to prevent the loss of the sugar maple and other northeastern species. The article next provides a detailed background on the Regional Greenhouse Gas Initiative (RGGI), which is the first regional cap and trade system in the United States and aims to reduce carbon emissions in the northeast. The article concludes by assessing the strengths and weaknesses of the RGGI as a long-term solution to climate change and by answering the question of whether this system should serve as a model for future cap and trade systems in the United States.
Book Synopsis The Regional Greenhouse Gas Initiative and U.S. Energy Markets by : Kangil Lee
Download or read book The Regional Greenhouse Gas Initiative and U.S. Energy Markets written by Kangil Lee and published by . This book was released on 2014 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The dynamic mutual relationship between the Regional Greenhouse Gas Initiative (RGGI) carbon permit price and energy prices in the U.S. is examined. Results show that the RGGI and electricity markets are not closely linked, although the carbon permit price is usually closely interrelated with energy prices. The loose relationship between the RGGI and electricity markets can be explained by the recent low carbon credit demand which stems from the low greenhouse gas (GHG) emissions existent in the particular area covered by the RGGI. The low GHG emissions result from fuel switching due to recent low natural gas prices. Unlike the European Union Emissions Trading Scheme, natural gas is the key driver of the RGGI system.

This book was released on 2020 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is substantial evidence of an association between greenhouse gas emissions and the warming of the global climate. A warming planet has implications for human health, agriculture, and economic growth. Several policy strategies may help to reduce greenhouse gas emissions. One potential solution is a cap and trade system, which is a market-based instrument that sets an upper limit on emissions and allocates to participating firms a certain number of permits to pollute, which they can trade with other firms. The Regional Greenhouse Gas Initiative (RGGI), agreed to among participating states in the northeastern United States in 2005 and implemented in 2009, was the first mandatory cap and trade program in the United States designed to mitigate greenhouse gas emissions, specifically within the electricity sector. This paper attempts to determine whether RGGI has been effective in reducing greenhouse gas emissions from affected power plants. I use annual power-plant-level emissions data from the EPA’s eGRID database to estimate a difference in differences model that compares changes in carbon dioxide emissions between plants in participating states and plants in non-participating states from 1996 to 2016. I find some suggestive evidence that emissions declined at a faster rate among plants in RGGI states than among plants in non-RGGI states, although my results are not conclusive.

Available in PDF, EPUB and Kindle. Book excerpt: Given pressure to act on climate change, nations have started using market-based approaches for reducing greenhouse gas (GHG) emissions. Cap and trade systems for reducing GHG are strongly debated. Policy designers must allocate emissions allowances effectively to ensure successful cap and trade systems; for example, some argue that the European Union's Emissions Trading Scheme has underperformed due to poor allowance distribution. We apply insights from auction design theory to analyze the performance of the Regional Greenhouse Gas Initiative (RGGI) emissions allowance auctions, and show how RGGI could serve as a model for a national cap and trade system for the United States.
Book Synopsis Equitable Energy for Massachusetts by : Adam Hasz

Book excerpt: Massachusetts is widely recognized as a climate leader and a state that prioritizes social equity. However, existing Massachusetts climate policy does not effectively reduce greenhouse gas emissions and has limited support for marginalized communities. The state's annual $730 million of investment in energy efficiency is governed by the Green Communities Act, which emphasizes cost-savings for consumers rather than environmental benefits or social equity. The state's Global Warming Solutions Act does impose a legal obligation to reduce greenhouse gas emissions to 25% by 2020 and 80% by 2050 based on 1990 levels. Yet these emission reductions will not be achieved without new policies that effectively regulate carbon emissions. Finally, the state's existing environmental justice policy of Executive Order 552 is not enforced and does not govern the distribution of the $730 million of annual investment in energy efficiency. This thesis explores these challenges and suggests a new climate policy framework of "equitable electrification." To achieve this framework, Massachusetts should impose new regulations on the use of petroleum products in building heating systems. The state should also reform the Mass Save energy efficiency investment criteria to prioritize electric heat pumps. To increase support for environmental justice households, municipalities should consider administering their energy efficiency investments directly instead of using existing utility programs. Finally, policymakers should consider new legislation that imposes a progressive carbon price and prioritizes investments for marginalized communities. By pursuing these recommendations, Massachusetts can develop more effective climate policy that reduces greenhouse gas emissions while increasing social equity.
