What drives armed forces to follow the orders of elected leaders? And how do emerging democracies gain that control over their military establishments? Harold Trinkunas answers these questions in an examination of Venezuela's transition to democracy following military rule and its attempts to institutionalize civilian control of the military over the past sixty years, a period that included three regime changes. Trinkunas first focuses on the strategic choices democratizers make about the military and how these affect the internal civil-military balance of power in a new regime. He then analyzes a regime's capacity to institutionalize civilian control, looking specifically at Venezuela's failures and successes in this arena during three periods of intense change: the October revolution (1945-48), the Pact of Punto Fijo period (1958-98), and the Fifth Republic under President Hugo Chavez (1998 to the present). Placing Venezuela in comparative perspective with Argentina, Chile, and Spain, Trinkunas identifies the bureaucratic mechanisms democracies need in order to sustain civilian authority over the armed forces.

In Pakistan, since its existence, the military played an eminent role in all spheres of socio-economic and political life. In this context it is stated by several analysts that the soldiers are mainly responsible for the country's setbacks on its path to democratic consolidation. The main argument made is that the military top brass, through either formal or informal interventions, were able to avoid the institutionalization of civilian control. Civilian control is understood as the distribution of decision-making power between civilians and the armed forces. This report sheds light on the successes and failures in the efforts of civilian governments to establish supremacy over the country's armed forces in order to consolidate democratic rule. The analysis derives from a conceptualization of civilian control that distinguishes five areas of political decision-making: elite-recruitment, public policy, internal security, national defence, and internal security. In order to establish control in these various areas civilians have a choice between different strategies for which they need certain resources. In this context, the study shows that civil-military relations in Pakistan have tended to be affected by historical legacies, leading to the emergence of military dominance which undermined the civilian supremacy and affected the quality of democracy.

David Kuehn and Aurel Croissant introduce a multi-dimensional conceptual framework to evaluate the degree of civilian control in new democracies and to trace developments over time. The theory of civilian control in new democracies that they propose integrates rationalist, structuralist, and institutionalist arguments into a coherent model to explain when, how, and through which causal mechanism new democracies succeed or fail in establishing and sustaining civilian control over the military. This theory is tested on an original dataset on civilian control over the military in 66 countries that have made the transition from authoritarian to democratic rule at least once in the period from 1974 to 2010. The study traces the effects of different degrees of civilian control on the survival and democratic quality of third wave democracies, combining large-N statistical analyses with detailed case study narratives of several countries. The book establishes a comprehensive understanding of the conditions and processes under which third wave democracies succeeded or failed in establishing firm and lasting civilian control of the military-and its consequences for the survival and quality of the new democratic structures, processes, and practices.

Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

Book excerpt: The world has been stunned since 1989 by the speed with which the countries of Eastern Europe abandoned four decades of Marxist-Leninist rule and cast their lot with Western-style democracy and capitalism. Although the most casual observer is well aware that the process of transition is a delicate one, economic and ethnic issues have overshadowed the daunting political challenges faced by the new democratic regimes, not the least of which, considering Eastern European history, is the possibility of military intervention in government. Only Samuel Huntington, in The Third Wave, has given any significant attention to the question of civil-military relations in emerging democracies. The purpose of this study is to consider whether Eastern European countries can learn any lessons on civilian control of the armed forces from the record of Spain, a country that has successfully undergone the democratic transition. The study will specifically compare Spain with Poland, the Eastern European country whose history is perhaps most characterized by military involvement in government. The first task is to establish a framework for analyzing civilian control of the military. This framework will then be used to determine whether the Spanish and Polish cases are indeed comparable. If they are, we shall look at the Spanish experience and use that experience to derive lessons for the reform of civil-military relations in Poland. Finally, we shall take advantage of the opportunity to consider whether Huntington's guidelines on transforming civil-military relations are adequate to explain the Spanish success and guide the Polish future.
