Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Many countries have made an important start towards reducing excessive staffing levels and the nominal wage bill, but less progress has been made in decompressing salary differentials in favor of higher-grade staff. In the CFA franc zone countries, real wages fell sharply after the 1994 devaluation, but the wage bill relative to tax revenue is still high in many countries. There is a need to consolidate quantitative first-generation reforms that contribute to macroeconomic stabilization. Equally important is the need to make progress on qualitative second-generation reforms, especially remuneration and promotion policies that reward performance and measures to improve civil service management. Such policies will require strong political commitment by governments.

The studies cover 20 countries, including five advanced economies, six countries from sub-Saharan Africa, two countries in developing Asia, one country in the Middle East and North Africa, three countries in Latin America and the Caribbean, and three countries in Central and Eastern Europe and the CIS. The structure of each case study is similar, with each study starting with a presentation of the institutional coverage and framework for setting and managing the wage bill; a description of employment and compensation levels, including their comparison with the private sector; and a discussion of the challenges that motivated the need for reforms and, when applicable, the reforms implemented and lessons derived from these.

The World Bank recognizes the importance of the civil service to the general welfare of the 4.6 billion people in low and middle income countries. Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.

Book excerpt: Collier and Gunning (1997) in a survey of the empirical African growth literature concluded that there is reasonable agreement between what the growth regressions find to be important and the variables suggested by the other literature. They identify four factors that seem to explain a large part of why Africa, especially Sub-Saharan African has not grown a lack of openness in product markets, extremely low social capital, high investor risk and poor public services. Surprisingly, the lack of formal finance is found to have a minor effect at both the aggregate level and the firm level. Their main argument that Africa stagnated because its governments were weak and inefficient, and oftentimes comprised of narrow rentseeking elites who undermined markets and considered the public sector to be a vehicle for delivering patronage. This role of the public sector reduced returns to investments in Africa as well as increased the already high risk in private investments. The natural response on the part of agents was to engage in capital flight and develop their social capital into risk-reduction and risk-bearing mechanisms at the expense of social learning. For the future, they argue that openness can not only directly improve conditions, but indirectly help better the state of the other three variables-lack of social capital, high risk and poor public services.
