Book excerpt: This book analyzes the issues surrounding civilian national service policy from a fresh and original perspective. The author connects national service programs to the political theories of civic republicanism and communitarianism, assesses the practical consequences of these theories, and examines past youth service programs such as the CCC and Peace Corps to see if they are appropriate models or ideals for a national program. Gorham engages the issue of compulsory versus voluntary service and questions whether service tasks can instill a sense of "citizenship" in young people, as defenders of the program claim. Using the work of Michel Foucault, Charles Taylor, Carole Pateman, and others, he suggests that national service, as presently planned, will not create the "citizen" so much as a post-industrial and gendered subject. In the concluding chapters, he presents an argument for a democratic national service and offers an alternative program for policymakers to consider.

Book excerpt: With increasing focus on excellence in research and teaching, the service role of the individual academic is often neglected. This book calls for greater recognition of this important aspect of academic life, highlighting the importance of mentoring, committee work and pastoral care in the daily running of universities. Drawing from extensive examples from models around the world, The Academic Citizen points to the benefits of effective communication with colleagues in the faculty, across the university and in corresponding faculties across the world, as well as those in maintaining positive associations with the wider world.

Available in PDF, EPUB and Kindle. Book excerpt: While addressing the implications of rising multilingualism in America, Learning the Language of Global Citizenship explores the link between the achievement gap and academic language proficiency, as well as civic literacy and the individuals' motivation for civic engagement. In this book, the authors show how service-learning enhances language learning, international understanding, and global civic participation skills. This is a topical book designed for practical use by service-learning and language educators in applied linguistics and related disciplines such as English, foreign languages, hearing and speech sciences, and TESOL. It introduces readers to current and unique approaches toward research on first- and second-language acquisition, language policy and planning, language testing and methodology, assessment, and bilingualism. The book also raises fundamental questions for undergraduate and graduate courses with social justice themes by considering educational, linguistic, and human rights issues. Learning the Language of Global Citizenship is divided into four parts: Theoretical framework for developing service-learning projects in applied linguistics Domestic service-learning efforts International service-learning efforts Service-learning research reports representing Spanish, TESOL, teacher education, and composition studies The authors make a convincing case for promoting and preparing learners for educated and engaged citizenship in both local and global arenas. Each of the projects and methods they describe emphasizes the importance of second language proficiency for establishing and sustaining academic community partnerships in today's multilingual and multicultural societies.

Book excerpt: Public rhetoric in the United States has always laid heavy stress on the obligations of citizenship. Bill Clinton praised the idea of service, and so does George W. Bush. Since September 11, the debate over service and the obligations of citizenship has become even more urgent. United We Serve gathers many diverse voices on civic life and civic obligation to explore the idea of national service as it relates to citizenship. Activists and practitioners discuss the rise of the service movement, its practical successes, and its challenges. Policymakers and political leaders explore the links between service and problem solving. Political scientists and philosophers connect the service debate to larger concerns about democratic participation. The book also includes a lively debate over whether the U.S. should reconsider compulsory national service. The discussion about service is a debate over how Americans think of themselves and their nation—and about what the "new patriotism" means. Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.
