While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. China's naval modernization effort encompasses a broad array of weapon acquisition programs, including anti-ship ballistic missiles (ASBMs), anti-ship cruise missiles (ASCMs), submarines, surface ships, aircraft, and supporting C4ISR (command and control, communications, computers, intelligence, surveillance, and reconnaissance) systems. China's naval modernization effort also includes reforms and improvements in maintenance and logistics, naval doctrine, personnel quality, education and training, and exercises. Observers believe China's naval modernization effort is oriented toward developing capabilities for doing the following: addressing the situation with Taiwan militarily, if need be; asserting or defending China's territorial claims in the South China Sea and East China Sea; enforcing China's view that it has the right to regulate foreign military activities in its 200-mile maritime exclusive economic zone (EEZ); displacing U.S. influence in the Western Pacific; and asserting China's status as a leading regional power and major world power. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan.
