China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier. Focusing largely on Argentina, Brazil, Chile, Costa Rica, Mexico, and Peru, Carol Wise traces the evolution of political and economic ties between China and these countries and analyzes how success has varied by sector, project, and country. She also assesses the costs and benefits of Latin America's recent pivot toward Asia. Wise argues that while opportunities for closer economic integration with China are seemingly infinite, so are the risks. She contends that the best outcomes have stemmed from endeavors where the rule of law, regulatory oversight, and a clear strategy exist on the Latin American side.

Book excerpt: The violent protests in Lhasa in 2008 against Chinese rule were met by disbelief and anger on the part of Chinese citizens and state authorities, perplexed by Tibetans' apparent ingratitude for the generous provision of development. In Taming Tibet, Emily T. Yeh examines how Chinese development projects in Tibet served to consolidate state space and power. Drawing on sixteen months of ethnographic fieldwork between 2000 and 2009, Yeh traces how the transformation of the material landscape of Tibet between the 1950s and the first decade of the twenty-first century has often been enacted through the labor of Tibetans themselves. Focusing on Lhasa, Yeh shows how attempts to foster and improve Tibetan livelihoods through the expansion of markets and the subsidized building of new houses, the control over movement and space, and the education of Tibetan desires for development have worked together at different times and how they are experienced in everyday life. The master narrative of the PRC stresses generosity: the state and Han migrants selflessly provide development to the supposedly backward Tibetans, raising the living standards of the Han's "little brothers." Arguing that development is in this context a form of "indebtedness engineering," Yeh depicts development as a hegemonic project that simultaneously recruits Tibetans to participate in their own marginalization while entrapping them in gratitude to the Chinese state. The resulting transformations of the material landscape advance the project of state territorialization. Exploring the complexity of the Tibetan response to—and negotiations with—development, Taming Tibet focuses on three key aspects of China's modernization: agrarian change, Chinese migration, and urbanization. Yeh presents a wealth of ethnographic data and suggests fresh approaches that illuminate the Tibet Question.

Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.
