Book excerpt: The tenor of U.S.-China relations for much of the first year of the administration of President George W. Bush was set by a crisis that need not have occurred. How the situation was handled and eventually resolved is instructive. It tells us about a beleaguered communist leadership in the buildup to major generational transition (scheduled for late 2002 and early 2003) and the mettle of a democratically elected U.S. government tested early in its tenure by a series of foreign policy crises and a carefully coordinated set of devastating terrorist strikes against the continental United States. The way the April 2001 crisis on Hainan Island was resolved must be chalked up as a success for the United States. the key was Washington's ability to convince Beijing that holding the air crew was hurting, and not advancing, Chinese interests. That is something Beijing seems not to have grasped when, without warning, the EP-3 suddenly swept down onto the runway in Haikou, bringing a treasure trove of super secret electronics and 24 Americans, who looked at first to be valuable bargaining chips. With the plane and the crew, China seemed to hold the best cards and behaved accordingly. the top leaders who Ambassador Joseph Prueher had tried to cultivate did not return his calls, and Chinese President Jiang Zemin, after demanding an apology from Washington, left for a Latin American tour. Let the Americans stew in this for awhile, Jiang's message seemed to be. But Washington managed to reduce the value of those bargaining chips. This was done, first, by making clear that no substantive concessions would be made to secure their release; and, second, by persuading Beijing that continuing to hold the Americans would bring real damage to Chinese interests. As indignation mounted in the United States, economic dangers began to loom on China's horizon. The Beijing government, after all, counts on a rising standard of living to limit dissent, and even a brief loss of access to the American market could be damaging. Nor did Asian neighbors rally to support China. They worry, mostly in private, about Beijing's growing military strength and assertiveness. The State Department boycotted Chinese embassy functions and Secretary of State Colin Powell, while offering regrets and condolences-even eventually sorrow over the loss of the Chinese pilot-showed no inclination to consider the apology China demanded. The most sensitive nerve in Beijing, however, may have been the Olympics. Having the games in their capital is a cherished Chinese aspiration, and when members of Congress began organizing against it as the crisis developed, the Chinese embassy took the unusual step of sending rather snippy letters to the offenders. Only releasing the hostages could possibly remove the very real threat, and even then not with certainty. Hence Beijing's decision to send the crew home, which, once made, began the search for a linguistic formula to explain it. Washington had not, in fact, apologized, but we could not prevent Beijing from pulling some of what we had said out of context and presenting it through state-controlled media as being, in fact, the apology China's leaders sought. That, plus the usual "humanitarian considerations," provided sufficient cover to end the crisis.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. China has reportedly conducted seven tests of its hypersonic glide vehicle since 2014. It has deployed not one, but two antiship ballistic missiles, one of which has a stated range that reaches pass the U.S. island of Guam. We hear of longstanding efforts to develop directed energy weapons and see evidence of China testing a wide range of counterspace systems that could put vulnerable U.S. space assets at risk. And we see China making major advances in areas such as unmanned systems and artificial intelligence, aided by rapid commercial progress in these sectors.Assuming that China successfully completes the development of such a system and deploys it, a critical issue will be whether the payload is nuclear or conventional. If the ultimate decision is to integrate a nuclear warhead, it will probably reflect concerns about China's continued ability to penetrate U.S. missile defenses, including potentially more capable future defenses. In this case, the deployment of boost- glide systems would serve to preserve the status quo. By contrast, if China deploys a boost-glide system armed with a conventional warhead, then it may be seeking longer-range conventional strike capabilities including, perhaps, the ability to target the continental United States. In this case, the glider program could signal that China sees a growing role for strategic conventional weapons in its military doctrine. Of course, it is also possible that China could deploy both conventionally armed and nuclear-armed gliders.

The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.
