This three-volume work is the first comprehensive study of China's aid and investment strategy to trace how it has evolved since Beijing launched its foreign aid diplomacy at the time of the founding of the People's Republic of China in 1949. Volume I examines the definitions, origins, nature, and scope of foreign aid and investment by other countries. Using that background, John F. Copper then traces China's financial assistance to developing countries from the Mao period - when China gave meaningful foreign aid despite its own economic struggles - through the beginning of China's post-1978 economic boom and during subsequent decades of rapid economic growth. Copper shows that China has a more salient history in giving foreign assistance than any other country in the world; while China's objectives in giving foreign assistance have changed markedly over time, China has always been driven by efforts to realize its foreign policy objectives and expand China's external influence.

It argues that Chinese aid is commercially driven. Although it has been provided for strategic interests, it has further offered new opportunities and challenges for the Pacific countries. The essay first examines the Chinese rise and the characteristics of its international aid programmes. Next it focuses on the role of development aid in the Pacific and determines whether aid has been utilised for political gains. Over the last two decades, China has emerged as a leading provider of development aid assistance in developing countries in Africa, Latin America and in recent times, in the Pacific Islands. China’s quest to maintain its increasing population and continue to expand its economic growth at world stage level has exacerbated China’s engagement with resource developing countries. This increasing intensification of China's development aid programme in developing countries has been prominent towards the late 1990s, mostly driven by the China ‘go out’ strategy. The ‘go out’ strategy is China’s aid model that combines both private and State-Owned Enterprises (SEOs) to venture into resource-based countries to create market-led investment through support from the Chinese government. The overarching focus of China’s development aid is to assist other developing countries achieve their self-development objectives. The Chinese policy is framed within the context of accessibility to natural resources, such as oil, mining and gas in exchange for promoting growth in developing countries. This approach to aid seems to be changing the way development aid had been delivered. But critics of rising Chinese aid and diplomacy particularly in the Pacific Island countries are suspicious and doubtful of what Chinese motivation in Oceania could be. Some scholars, for instance Henderson and Reilly (2003), unequivocally claim that Chinese intensification in Pacific countries will destabilise the relationship between the United States and the Island countries, alluding to the Cold War between China and the US. Similarly, Windybank (2005) asserts that Chinese aid is given as a recipe to undermine Taiwan’s interest. However, others have argued that Chinese aid in the Pacific is commercially led and geared towards increasing aid visibility and providing alternatives for the Islanders, and not geopolitical in nature.

Book excerpt: This paper employs a meta-regression analysis of 473 estimates from 15 studies to take stock of the empirical literature on Chinese aid effectiveness. After accommodating publication selection bias, we find that, on average, Beijing’s foreign assistance has had a positive impact on economic and social outcomes in recipient countries but an opposite effect on governance, albeit negligible in size. We also show that (i) studies that fail to uncover statistically significant effects are less likely to be submitted to journals, or accepted for publication; and (ii) results are not driven by authors’ institutional affiliation. Differences in study characteristics such as the type of development outcome considered, how the Chinese aid variable is measured, the geographic region under study, and publication outlet explain the heterogeneity among Chinese aid effectiveness estimates reported in the literature.

This book, which focuses on China’s education aid—government scholarships, training, Confucius Institutes, dispatched teachers, etc., reveals a much more complicated picture. It outlines how the divide between the Chinese Ministry of Commerce and the Ministry of Education hinders China’s soft power projection, how much of China’s aid is bound up with an education-for-economic-growth outlook, mirroring China’s own recent experiences of economic development, and how China’s aid—prioritized to reflect the commercial sector’s interests—is out of step with most international development aid, which is dominated by education agendas and the campaigns of international organizations and traditional donors; this leaves China easily exposed to the charge of neo-colonialism. This situation also reveals insufficient knowledge production of China and in South-South Cooperation. Substantial production of Southern knowledge should recognize the international development cooperation architecture as an open system by which both traditional donors and Southern countries transform.

Book excerpt: In recent years, the People's Republic of China (PRC) has bolstered its diplomatic presence and garnered international goodwill in the developing world through financing infrastructure and natural resource development projects, assisting in the execution of such projects, and backing PRC state enterprises in many developing countries. This report examines China's foreign assistance and government-supported, often-preferential investment ventures in three regions: Africa, Latin America (Western Hemisphere), and Southeast Asia. These activities often are collectively referred to as "economic assistance? by some analysts and in this report. Much of China's "economic assistance" does not constitute "official development assistance" (ODA) as measured by the Organization for Economic Co-operation and Development (OECD) and as generally provided by members of the OECD. However, many activities have an aid component?they are secured through official bilateral agreements, promote development, and provide economic benefits to recipient countries that otherwise might not be made possible. Furthermore, they are not strictly commercial or do not result in foreign ownership of productive assets, and thus they do not qualify as foreign direct investment (FDI). In terms of development grants, the primary form of assistance provided by major aid donors, China is a relatively small source of global aid. However, when China's commercial and concessional loans, technical assistance, and state-sponsored or subsidized investments are included, the PRC becomes a major source of economic assistance.

The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia).
