Available in PDF, EPUB and Kindle. Book excerpt: The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Book excerpt: How the Chinese Communist Party maintains its power by both repressing and responding to its people Since 1949, the Chinese Communist Party (CCP) has maintained unrivaled control over the country, persisting even in the face of economic calamity, widespread social upheaval, and violence against its own people. Yet the party does not sustain dominance through repressive tactics alone—it pairs this with surprising responsiveness to the public. The Party and the People explores how this paradox has helped the CCP endure for decades, and how this balance has shifted increasingly toward repression under the rule of President Xi Jinping. Delving into the tenuous binary of repression and responsivity, Bruce Dickson illuminates numerous questions surrounding the CCP’s rule: How does it choose leaders and create policies? When does it allow protests? Will China become democratic? Dickson shows that the party’s dual approach lies at the core of its practices—repression when dealing with existential, political threats or challenges to its authority, and responsiveness when confronting localized economic or social unrest. The state answers favorably to the demands of protesters on certain issues, such as local environmental hazards and healthcare, but deals harshly with others, such as protests in Tibet, Xinjiang, or Hong Kong. With the CCP’s greater reliance on suppression since Xi Jinping’s rise to power in 2012, Dickson considers the ways that this tipping of the scales will influence China’s future. Bringing together a vast body of sources, The Party and the People sheds new light on how the relationship between the Chinese state and its citizens shapes governance.

Book excerpt: In 1872 in the treaty port of Shanghai, British merchant Ernest Major founded one of the longest-lived and most successful of modern Chinese-language newspapers, the Shenbao. His publication quickly became a leading newspaper in China and won praise as a "department store of news," a "forum for intellectual discussion and moral challenge," and an "independent mouthpiece of the public voice." Located in the International Settlement of Shanghai, it was free of government regulation. Paradoxically, in a country where the government monopolized the public sphere, it became one of the world's most independent newspapers. As a private venture, the Shenbao was free of the ideologies that constrained missionary papers published in China during the nineteenth century. But it also lacked the subsidies that allowed these papers to survive without a large readership. As a purely commercial venture, the foreign-managed Shenbao depended on the acceptance of educated Chinese, who would write for it, read it, and buy it. This book sets out to analyze how the managers of the Shenbao made their alien product acceptable to Chinese readers and how foreign-style newspapers became alternative modes of communication acknowledged as a powerful part of the Chinese public sphere within a few years. In short, it describes how the foreign Shenbao became a "newspaper for China."

Book excerpt: This book provides a critical account of the transformations, both structural and in terms of journalism practice, undergone by Xinhua, the top Party organ of the Communist regime in China, since the start of the reform age in the late 1970s. It sets out to answer a number of key questions: How far has the most influential news organization in China been marketized? How far has the marketization process changed the way in which Xinhua practices journalism? What has the impact of marketization been on Xinhua’s relationship with central, local and global actors? What does the case of Xinhua tell us about the transformation of Chinese media more generally? The book draws on a wealth of empirical data derived from a combination of documentary research at Xinhua and Reuters together with more than100 semi-structured interviews with news executives, journalists, officials and academics in Beijing, Shanghai, Guangzhou, Macau, Hong Kong and London. This book also offers: A critical review of theories of globalization, as they relate to media and communication studies, as well as Chinese studies; A discussion of the historical roots of Party journalism in China; An authoritative guide to China’s contemporary media and political environment. The book will be an invaluable reference for students and academics in communication and media studies, Chinese studies, Asian studies, international studies and development studies.

Book excerpt: The transition from President Donald J. Trump to President Joseph R. Biden Jr. stands as one of the most dangerous periods in American history. But as #1 internationally bestselling author Bob Woodward and acclaimed reporter Robert Costa reveal for the first time, it was far more than just a domestic political crisis. Woodward and Costa interviewed more than 200 people at the center of the turmoil, resulting in more than 6,000 pages of transcripts—and a spellbinding and definitive portrait of a nation on the brink. This classic study of Washington takes readers deep inside the Trump White House, the Biden White House, the 2020 campaign, and the Pentagon and Congress, with eyewitness accounts of what really happened. Intimate scenes are supplemented with never-before-seen material from secret orders, transcripts of confidential calls, diaries, emails, meeting notes and other personal and government records, making Peril an unparalleled history. It is also the first inside look at Biden’s presidency as he began his presidency facing the challenges of a lifetime: the continuing deadly pandemic and millions of Americans facing soul-crushing economic pain, all the while navigating a bitter and disabling partisan divide, a world rife with threats, and the hovering, dark shadow of the former president.

Available in PDF, EPUB and Kindle. Book excerpt: The United States may be headed toward a disastrous conflict with China unless Washington updates its understanding of contemporary Chinese society After four decades of engagement, the United States and China now appear to be locked on a collision course that has already fomented a trade war, seems likely to produce a new cold war, and could even result in dangerous military conflict. The current deterioration of the bilateral relationship is the culmination of years of disputes, disillusionment, disappointment, and distrust between the two countries. Washington has legitimate concerns about Beijing's excessive domestic political control and aggressive foreign policy stances, just as Chinese leaders believe the United States still has futile designs on blocking their country's inevitable rise to great-power status. Cheng Li's Middle Class Shanghai argues that American policymakers must not lose sight of the expansive dynamism and diversity in present-day China. The caricature of the PRC as a monolithic Communist apparatus set on exporting its ideology and development model is simplistic and misguided. Drawing on empirical research in the realms of higher education, avant-garde art, architecture, and law, this unique study highlights the strong, constructive impact of bilateral exchanges. Combining eclectic human stories with striking new data analysis, this book addresses the possibility that the development of China's class structure and cosmopolitan culture—exemplified and led by Shanghai—could provide a force for reshaping U.S.-China engagement. Both countries should build upon the deep cultural and educational exchanges that have bound them together for decades. The author concludes that U.S. policymakers should neither underestimate the role and strength of the Chinese middle class, nor ostracize or alienate this force with policies that push it toward jingoistic nationalism to the detriment of both countries and the global community. With its unique focus, this book will enlighten policymakers, scholars, business leaders, and anyone interested in China and its increasingly fraught relations with the United States.
