Book excerpt: The purpose of the FAO’s framework is to guide the Organization and its personnel in the integration of measures addressing child labour within FAO’s typical work, programmes and initiatives at global, regional and country levels. It aims to enhance compliance with organization’s operational standards, and strengthen coherence and synergies across the Organization and with partners. The FAO framework is primarily targeted at FAO as an organization, including all personnel in all geographic locations. But the framework is also relevant for FAO’s governing bodies and Member States, and provides guidance and a basis for collaboration with development partners. The framework is also to be used as a key guidance to assess and monitor compliance with FAO’s environmental and social standards addressing prevention and reduction of child labour in FAO’s programming.

Book excerpt: This paper studies the time allocation of all family members, including the children, where it is assumed that parents distribute their time between market work and household work, and the children may work in the labor market, do the household chores or study. In this framework, I propose that wages and shadow prices play an important role in the allocation of time of household members. Since empirical papers cannot find a clear relationship between child labor, wages and exogenous income, the theoretical model presented here sheds light on the relationship between those variables.

Book excerpt: In Massachusetts, a 12-year-old girl delivering newspapers is killed when a car strikes her bicycle. In Los Angeles, a 14-year-old boy repeatedly falls asleep in class, exhausted from his evening job. Although children and adolescents may benefit from working, there may also be negative social effects and sometimes danger in their jobs. Protecting Youth at Work looks at what is known about work done by children and adolescents and the effects of that work on their physical and emotional health and social functioning. The committee recommends specific initiatives for legislators, regulators, researchers, and employers. This book provides historical perspective on working children and adolescents in America and explores the framework of child labor laws that govern that work. The committee presents a wide range of data and analysis on the scope of youth employment, factors that put children and adolescents at risk in the workplace, and the positive and negative effects of employment, including data on educational attainment and lifestyle choices. Protecting Youth at Work also includes discussions of special issues for minority and disadvantaged youth, young workers in agriculture, and children who work in family-owned businesses.

Available in PDF, EPUB and Kindle. Book excerpt: Current legislative proposals consider amendments to child labor laws for U.S. agriculture. Similar amendments, however, have been unsuccessful recently. Using the National Agricultural Workers Survey, we show that child labor is still substantial in the modern U.S. despite some decreases over time, and argue that the lack of success of recent child labor policy decisions have left some young workers vulnerable. We therefore use the limited data that are available to examine determinants of farm and non-farm child labor in the U.S. and to consider relationships between child labor and propensities for families to participate in educational and welfare programs. As a majority of literature on child labor stems from the international context, this research lessens that gap by presenting the U.S. case drawn from a key industry sector while informing ongoing discussion pertaining to possible revisions to child labor laws and providing support for continued and expanded data collection.

Book excerpt: Urban households depend largely on non-agrarian economic activities and are less vulnerable to droughts. But damaged capital, infrastructure and schools, due to floods, cyclones, tornadoes or hurricanes, influence the allocation of an urban child's time between schooling and child labor activities. The second paper studies this impact of floods, cyclones, tornadoes and hurricanes on urban child labor in India, Ethiopia and Vietnam. In particular, this paper studied the relationship between the incidence, frequency and scale of cyclones, tornadoes, hurricanes and floods on participation in urban child labor (Extensive Margin Analysis) and hours devoted to specific urban child labor activities (Intensive Margin Analysis).
