Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this book analytically examines the social and professional origins of one of the most powerful groups in society, the Chief Constables of the police forces of England and Wales. By examining the selection policies of police authorities during the past century and a half, it provides an explanation of the contrast that is found between the picture of yesterday’s Chief Constable as an ex-military, tweed suit wearing, friend of the local aristocracy and the technocratic managerial image of Chief Constables today. Drawing upon analysis of the careers of fall Chief Constables known to have held office between 1835 and 1995, and supplemented by contemporary and recent literature, this book illustrates the subtle interaction that was found between politics and policing at both local and national levels. At the centre of these findings is the observation that whilst they were once part of their respective local power elites, Chief Constables are now an elite group in their own right with direct links with central government.

This book was released on 2014 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The concept of police and crime commissioners is still very much on probation. Some Commissioners have fallen well short of the public's expectations and urgent reforms are needed to ensure that this concept does not put at risk public trust and engagement in the police, the very objectives for which PCCs were brought in. New Commissioners should have a transition period of one month between election and taking office. The hiring of deputies and the decision to remove chief constables are critical decisions for local communities and it is vital that the amount of the scrutiny applied to commissioners by police and crime panels increases. Panels' powers must be strengthened and extended to ensure that any decision to remove a chief constable is the right one for the public. Only this will provide full public confidence. Deputies should not be cronies that are given their job on the basis of nepotism. Panels should have the power of veto over the appointment of a deputy commissioner, where they have not stood for election alongside the commissioner. By electing Deputies on the same ticket we ensure that the public will be able to have their say on someone who often acts with the powers of the Commissioner. Though good working relationships between chief constables and PCCs are welcomed, the arrangement should never be too cosy. The setting of targets by PCCs must not promote the manipulation of crime figures and all PCCs should review their auditing arrangements immediately

Available in PDF, EPUB and Kindle. Book excerpt: This engaging textbook provides a broad and unique coverage of the key historical events that shaped ideas in criminology, criminal justice and policing from the late seventeenth century to the early twenty-first century in England and Wales. It vividly illustrates the multi-disciplinary nature of criminology and penology by providing important insights into the social and political issues that shaped the development and operations of the criminal justice system and its responses to both crime and disorder. Using key text boxes, this book highlights key people, theorists, foundational principles and events throughout. Part One discusses the nature of crime and forms of punishment between 1689 and 1750 and the penological concerns regarding the aims of punishment. Part Two focuses on crime and disorder between 1750 and 1850, examining the impact of urbanization on criminal activity and it considers the background and state responses to key episodes of public disorder. Part Three covers the development of policing 1689-1856 and the contribution to policing made by reformers and the implementation of police reform. Part Four deals with a number of issues affecting crime and punishment between 1850 and 1920 including episodes such as Irish Home Rule within the context of ‘high policing’. It evaluates changes to the nature and role of prisons that occurred in this period. This student-friendly book contains end of chapter questions which summarise and enable further discussion.
