Available in PDF, EPUB and Kindle. Book excerpt: Reorganizing the agricultural sector into large-scale state and collective farms was the most radical transformation of economic institutions implemented by Marxist governments. Frederic Pryor provides perspective on this unique experiment by comparing in a systematic and original fashion the changes in the organization of agriculture in all of the world's Marxist nations. This approach allows not only a clearer understanding of the major lines of agricultural policy and organization in these nations but also a keener insight into the reasons underlying the variations among them. What have been the doctrinal elements that have led to collectivization? Why has the process of collectivization been so different in various nations? How have the farms been organized, both internally and within the larger economy? How has the performance of agriculture differed between the various Marxist nations and comparable capitalist nations? And what are the difficulties in reversing collectivization and moving back toward private agriculture? In answering these questions, The Red and the Green draws on a vast number of primary and secondary sources from many nations, as well as from extensive interviews with farmers, agricultural officials, and specialists in more than a dozen Marxist nations. Among books dealing with problems of communist economy, this study is unrivaled in its broad scope, combined with careful institutional and statistical analysis. Originally published in 1992. This book was released on 2011 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.

This book was released on 2013-09-04 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: As part of its strategy to support global trade, the World Bank Group seeks to enhance trade finance in emerging markets. In 2005 the International Finance Corporation (IFC), part of the Bank Group, introduced the Global Trade Finance Program (GTFP) to support the extension of trade finance to underserved clients globally. This IEG evaluation found that overall, the GTFP was a relevant response to the demand to reduce risk in trade finance in emerging markets. The program significantly improved IFC’s engagement in trade finance by introducing an open network of banks and a quick, flexible response platform to support the supply of trade finance. IEG’s evaluation covers the program’s operations from its inception in 2005 through FY2012. The program grew from a $500 million annual commitment to $5 billion in FY12. It accounted for 39 percent of total IFC commitments and has low costs—it accounted for 2.4 percent of IFC’s capital use and 1.2 percent of its staff costs and has had no claims to date. It is profitable as well, although not to the extent originally expected, accounting for 0.6 percent of IFC’s net profit. IEG found that the GTFP has particular additionality among higher-risk countries. In its early years, it was concentrated in these countries, particularly in Africa. During the global crisis, the program risk-mitigation instrument became relevant in much broader markets. Client feedback on the program has been positive. In its evaluation IEG does offer several recommendations to enhance its effectiveness, including on issues of transparency and reporting methods, as well as expanding the share of the program in needier markets. For development professionals, the lessons in this evaluation can be applied to private sector development situations, particularly mitigation of financing risks in emerging markets.
