Book excerpt: Excerpt from Chapters and Documents on Chinese National Banking The best apology for attempting this treatise and for doing so badly withal is a discussion of the previously existing books on Chinese National Banking printed in the English language. Money reform in China has been treated in various books, pamphlets, and magazine articles. Schemes for the reform of Chinese banks, being closely related to the reform of Chinese money, have also been treated at some length. There are, however, only three books devoted wholly or in part to Chinese bank reform, those of Jenks, Vissering and Wagel, written respectively in 1904, 1913, and 1915. Passing to the realm of events in the practice of banking in China that of banks as they actually have been, not of banks as they should be, we find just one systematic treatise in the English language. This is Mr. Jules Gory's notes on the Ta Chong Bank, 33 pages, written eleven years ago. Therein Mr. Gory sets forth the simple events of the first four years of China's experience in national banking. His treatise is, by the way, highly praiseworthy as a piece of accurate, conscientious work, and I have gratefully drawn from it at several points. Available in PDF, EPUB and Kindle. Book excerpt: Why has China grown so fast for so long despite vast corruption? In China's Gilded Age, Yuen Yuen Ang maintains that all corruption is harmful, but not all types of corruption hurt growth. Ang unbundles corruption into four varieties: petty theft, grand theft, speed money, and access money. While the first three types impede growth, access money - elite exchanges of power and profit - cuts both ways: it stimulates investment and growth but produces serious risks for the economy and political system. Since market opening, corruption in China has evolved toward access money. Using a range of data sources, the author explains the evolution of Chinese corruption, how it differs from the West and other developing countries, and how Xi's anti-corruption campaign could affect growth and governance. In this formidable yet accessible book, Ang challenges one-dimensional measures of corruption. By unbundling the problem and adopting a comparative-historical lens, she reveals that the rise of capitalism was not accompanied by the eradication of corruption, but rather by its evolution from thuggery and theft to access money. In doing so, she changes the way we think about corruption and capitalism, not only in China but around the world.

The sections are linked and organized for easy reading. The Book of Documents or Classic of History, also known as the Shangshu, is one of the Five Classics of ancient Chinese literature. It is a collection of rhetorical prose attributed to figures of ancient China, and served as the foundation of Chinese political philosophy for over 2,000 years. The chapters are grouped into four sections representing different eras: the semi-mythical reign of Yu the Great, and the Xia, Shang and Zhou dynasties. The Zhou section accounts for over half the text. This edition also includes a Classical Chinese Quick Study Guide, with an added study reference for the 100 most frequent classical Chinese characters.

Book excerpt: Excerpt from Chapters and Documents on Chinese National Banking The decline of the Shansi bankers is small cause for regret. They understood the use of credit documents, but not the use of credit, which was sometimes lavishly distributed, and then suddenly withdrawn when most needed.3 Wise in their own day, they con stituted a dangerously conservative element in Chinese banking. The bankers failed to anticipate the light of a new day. Had they organized a big private bank on strictly modern lines fifteen years ago, with a policy of service for patrons, iron discipline of employees and branches, and publicity in all, the men of Shansi might easily have held their old-time supremacy. The Opportunity is gone now; for the Bank of China and the Bank of Communications, despite their mani 'fold shortcomings, have appropriated the field with their numerous branches and acquired a joint control of the government balances. Book excerpt: For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Deceptively familiar capitalist features disguise the profoundly unfamiliar foundations of "market socialism with Chinese characteristics." The Chinese Communist Party (CCP), by controlling the career advancement of all senior personnel in all regulatory agencies, all state-owned enterprises (SOEs), and virtually all major financial institutions state-owned enterprises (SOEs), and senior Party positions in all but the smallest non-SOE enterprises, retains sole possession of Lenin's Commanding Heights. The chapters in this volume examine China's high savings rate, banking system, financial markets, financial regulations, corporate governance, and public finances; and consider policy alternatives the CCP might consider if its goal is China's elevation into the ranks of high income countries."

Book excerpt: The book is a collection of invited chapters by experts in Chinese document and text processing, and is part of a series on Language Processing, Pattern Recognition, and Intelligent Systems. The chapters introduce the latest advances and state-of-the-art methods for Chinese document image analysis and recognition, font design, text analysis and speaker recognition. Handwritten Chinese character recognition and text line recognition are at the core of document image analysis (DIA), and therefore, are addressed in four chapters for different scripts (online characters, offline characters, ancient characters, and text lines). Two chapters on character recognition pay much attention to deep convolutional neural networks (CNNs), which are widely used and performing superiorly in various pattern recognition problems. A chapter is contributed to describe a large handwriting database consisting both online and offline characters and text pages. Postal mail reading and writer identification, addressed in two chapters, are important applications of DIA. The collection can serve as reference for students and engineers in Chinese document and text processing and their applications.

Book excerpt: A European lately arrived in China, if he is of a receptive and reflective disposition, finds himself confronted with a number of very puzzling questions, for many of which the problems of Western Europe will not have prepared him. Russian problems, it is true, have important affinities with those of China, but they have also important differences; moreover they are decidedly less complex. Chinese problems, even if they affected no one outside China, would be of vast importance, since the Chinese are estimated to constitute about a quarter of the human race. In fact, however, all the world will be vitally affected by the development of Chinese affairs, which may well prove a decisive factor, for good or evil, during the next two centuries. This makes it important, to Europe and America almost as much as to Asia, that there should be an intelligent understanding of the questions raised by China, even if, as yet, definite answers are difficult to give.

Book excerpt: "This is the first introduction to the economic history of the Tangut Empire (1038-1227). Built on a wealth of economic data and evidence, it studies the economic lives and activities, laws and institutions, trade and transactions in the "Great State White and High". It interprets primary sources written in the mysterious Tangut cursive script: taxes, registers, and contracts, alongside archives, chronicles, and law codes. By weaving Song, Liao, and Jin materials with Khara-Khoto, Wuwei, and Dunhuang manuscripts into a historical narrative, the book offers a gateway to the outer shape and inner life of the Western Xia (Xixia) economy and society, and rethinks the Tanguts' influence on the Hexi Corridor and the Silk Road"--

Available in PDF, EPUB and Kindle. Book excerpt: While Americans are generally aware of China's ambitions as a global economic and military superpower, few understand just how deeply and assertively that country has already sought to influence American society. As the authors of this volume write, it is time for a wake-up call. In documenting the extent of Beijing's expanding influence operations inside the United States, they aim to raise awareness of China's efforts to penetrate and sway a range of American institutions: state and local governments, academic institutions, think tanks, media, and businesses. And they highlight other aspects of the propagandistic “discourse war” waged by the Chinese government and Communist Party leaders that are less expected and more alarming, such as their view of Chinese Americans as members of a worldwide Chinese diaspora that owes undefined allegiance to the so-called Motherland.Featuring ideas and policy proposals from leading China specialists, China's Influence and American Interests argues that a successful future relationship requires a rebalancing toward greater transparency, reciprocity, and fairness. Throughout, the authors also strongly state the importance of avoiding casting aspersions on Chinese and on Chinese Americans, who constitute a vital portion of American society. But if the United States is to fare well in this increasingly adversarial relationship with China, Americans must have a far better sense of that country's ambitions and methods than they do now.
