Book excerpt: In 2011, in collaboration with the United States Agency for International Development (USAID), the Democratic Republic of Congo’s government launched the Food Production, Processing, and Marketing project—which aimed to raise incomes and improve food security in the target areas by improving agricultural productivity, market efficiency, and the capacity of producers to respond to market signals. In August–October 2013 and February–March 2014, halfway through the project’s implementation, a midline survey was conducted to assess progress with respect to intermediate outcomes. The present paper highlights the results of that assessment survey. We pay close attention to accurate attribution of observed changes to the project and employ a double-difference method that compares the changes in indicators before the project and at the time of the survey (project midline) between the beneficiaries and comparable control groups. Overall, the survey results suggest weak impact on most of the outcome indicators, and they highlight challenges in implementing small-scale farmers’ capacity building within the context of weak institutions and a fragile political context.

We assessedthis issue in the context of PROGRESA (Programa de Educación, Salud, y Alimenación), an integrated approach to poverty alleviation in Mexico, in which over one-thirdofbeneficiaries were indigenous at the program’s inceptionin 1998. A feature of the program’s initial targetingwasthat indigenous and nonindigenous beneficiaries were drawn from geographically similar areas, minimizing the potential for geographic factors to lead to differential impacts.Despite an extensive literatureshowing positive average impacts of PROGRESAon health and education outcomes, few studieshave disaggregatedthese effects by indigenous status. Using the randomized assignment of initial programrollout, we estimatedPROGRESA’simpactson a range of health and education indicators, distinctly for indigenous and nonindigenousbeneficiaries.We foundthat, as of November 2000, PROGRESA had significant impacts on many health and education indicators among both indigenous and nonindigenous households in our sample; in addition, in aggregateacross most indicators, these impacts werevery similar. Our results indicate thatif geographic disadvantage for indigenous households can be minimized(a nontrivial endeavor),cultural factors may not pose an intrinsic barrier to indigenous householdsbenefiting from CCTprograms, and as such, CCTs canpromote humancapital accumulation amongboth indigenous and nonindigenous households

Book excerpt: To feed a growing and increasingly urbanized population, Uganda needs to increase crop production without further exhausting available resources. Therefore, smallholder farmers are encouraged to adopt sustainable crop intensification methods such as inorganic fertilizer or hybrid seeds. However, these farmers perceive these new technologies as risky hence adoption will depend on how well they can manage this additional risk. This paper documents patterns observed in socioeconomic data that suggest risk is an important barrier to sustainable crop intensification practices among Ugandan smallholder rice and potato farmers. In particular, we find that households that engage in risk management strategies, such as investing in risk-reducing technology or engaging in precautionary savings, are more likely to practice intensified cropping. However, our data also show only limited yield risk associated with the use of fertilizers or pesticides, suggesting part of the problem is related to perception. We also discuss the consequences for policy.

Book excerpt: Development projects are generally subject to a potential tradeoff between sustainability and poverty reduction. Grants are also commonly assigned without a standardized criterion. This paper proposes an innovative scoring tool that combines both a risk and poverty scorecard to prioritize lending and grant allocation. We implement and test the instrument through a competitive fund for demand-driven projects in Central America intended to better link smallholder farmers to markets and improve their welfare. The evaluation results show that the highest-ranked projects generally have a larger economic impact on their beneficiaries than lower-ranked projects. We observe a larger effect on income, access to credit,and access to local markets, and the relative differences are stronger over time. The proposed scorecard tool is intended to better ensure the accountability and sustainability of development funds and can be easily adapted to different contexts

Book excerpt: Niger is a landlocked Sahelian country, two-thirds of which is in the Sahara desert, with only one-eighth of the land considered arable. Nevertheless, more than 90 percent of Niger’s labor force is employed in agriculture, which is predominantly subsistence oriented. Since the great famines of the 1970s and 1980s, the country has pursued agrarian intensification through technological change to address challenges to the food security situation. However, this approach has failed to recognize that the main characteristic of the Sahelian part of West Africa is the intricate complexity of the social, environmental, and economic dimensions that differentially affect male and female rural dwellers. One example is the patrilineal tenure system, which under increased population pressure has led to the exclusion of women and youth from agriculture in some areas. The Women’s Empowerment in Agriculture Index (WEAI) indicates that access to land is one important dimension of empowerment. In order to assess the role of empowerment in agricultural production, we use new household- and individual-level WEAI data from Niger and regression analysis. Our results show that empowerment is important for agricultural production and that households in which adult individuals are more empowered are more productive. This means that other and possibly more effective pathways to agrarian intensification exist and important agricultural productivity gains could be made by empowering men and women in rural households.

Book excerpt: Using results from the three rounds of Nepal Living Standard Surveys (conducted in 1995, 2003, and 2010), this study empirically assesses whether access to rented tractors or custom hiring services is a binding constraint on the income growth of farm households in Nepal. Because four-wheel tractors of medium horsepower are still the primary suppliers of these tractor services, access to these services can be restricted. First, we investigated the determinants of the adoption of hired tractors as well as the intensity of their use (measured by real annual expenditures on renting tractors). Results suggest that the adoption and the intensity patterns are generally consistent with the conventional theory of the demand for agricultural mechanization, indicating that the supply of these services may be relatively efficient in meeting the demand. However, adoption is still affected by the presence of tractor owners within the same village district committee, indicating that the proximity to tractor service providers may still partly determine accessibility. This second point was more formally tested using matching estimators within the Terai region of Nepal. It was found that, on average, the supply of tractor services might have evolved to a relatively efficient level in the Terai so that those who benefited from renting in tractors generally had access to such services. However, for at least certain segments of farm households in the Terai, insufficient access to tractor services was still a binding constraint on the growth of farm household incomes. The policy implications of these findings are briefly discussed in the last section.

Book excerpt: The imbalanced application of chemical fertilizers in India is widely blamed for low yields, poor soil health, pollution of water resources, and large public expenditures on subsidies. To address the issue, the government of India is investing in a large-scale, expensive program of individualizedsoil testing and customized fertilizer recommendations, with the hope that scientific information will lead farmers to optimize the fertilizer mix. We conducted a randomized controlled trial in the Indian state of Bihar in what we believe to be the first evaluation of the effectiveness of the program as currently implemented. We found no evidence of any impact of soil testing and customized fertilizer recommendations on actual fertilizer use or the willingness to pay for lacking nutrients (elicited using aBecker-DeGroot-Marschak mechanism). Several factors could be driving these results, including a lack of understanding, lack of confidence in the information’s reliability, or the costs of the recommended fertilizer mixes. Book excerpt: There is an increasing demand to add pulses to the basket of subsidized goods in the Public Distribution System (PDS) of India—the world’s largest food-based social safety-net program. Would subsidizing pulses through PDS lead to a significant increase in its consumption? We study the case of subsidy on pulses in select Indian states and its impact on consumption and ultimately nutrition (in terms of protein intake) by exploiting an exogenous variation in prices to answer this question. Between 2004/2005 and 2009/2010, four Indian states introduced subsidized pulses through the country’s PDS, while other states did not. We exploit exogenous price variations to examine whether the price subsidy on pulses achieves its goal of increasing pulse consumption, and by extension protein intake, among India’s poor. Using several rounds of consumption expenditure survey data and difference-in-difference estimation, we find that the change in consumption of pulses due to the PDS subsidy, though statistically significant, is of a small order, and not large enough to meet the goal of enhancing the nutrition of beneficiaries.

It synthesizes evidence from 20 Agriculture Public Expenditure Reviews (Ag PERs) that have been carried out in countries in Africa South of the Saharan (Botswana, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Ghana, Guinea, Liberia, Madagascar, Mozambique, Rwanda, Nigeria, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zambia) with World Bank assistance during 2009–2015. This synthesis focuses on several measures: (1) the level of expenditures on agriculture, with particular reference to the explicit target by African heads of state in the 2003 Maputo Declaration on Agriculture and Food Security (reconfirmed in the Malabo Declaration) to allocate 10 percent of national budgets to the sector; (2) the composition and priorities of expenditures with respect to stated national strategies, evidence of impact, and sustainability; and (3) budget planning and implementation that aims to strengthen public financial management in general, and budget coherence, outputs, outcomes, and supporting mechanisms, such as procurement and audit, in particular. This paper uses Ag PERs to analyze budgetary trends across countries, identifies major expenditure issues, and synthesizes lessons regarding spending efficiency. The analysis results in evidence-based recommendations that address, inter alia, budget planning, budget execution, and monitoring for accountability; the creation of a reliable database; more effective intra-and intersectoral coordination; and the cost-effectiveness of different spending policies for meeting various objectives

This paper reviews several approaches to creating country typologies of food (in)security conditions and then updates Díaz-Bonilla et al.’s 2000 IFPRI paper Food Security and Trade Negotiations in the World Trade Organization. The exercise uses five variables: domestic food production per capita (constant dollars per capita); a combination of calories and protein per capita; the ratio of total exports to food imports; the ratio of the nonagricultural population to total population; and a variable based on the mortality rate for children under 5. The raw values are all transformed into z-scores. The paper explains how the variables relate to the traditional dimensions of availability, access, and utilization in the definition of food security. Data for the variables correspond to the period 2009–2011 (or the latest available) and cover 155 developed and developing countries. Two clustering methods are applied: hierarchical and k-means. The hierarchical approach is used first, to determine potential outliers and to explore what would be a reasonable number of clusters. That analysis suggests that the maximum number of relevant clusters for the analysis is 10 and identifies three countries as outliers. We then use the k-means method to classify all other countries in one of the 10 different clusters or groups. The paper analyzes the average profile of each one of those groups and divides them into three categories of food insecure, intermediate, and food secure. We highlight the different profiles of each of the food-insecure clusters (such as whether they were rural or urban, trade stressed or not, and so on). Limitations related to land and water availability (measured as arable land, hectares per person, and renewable internal freshwater resources in cubic meters per capita) are incorporated into the analysis as an additional dimension to be considered. The paper closes with some policy considerations for the different types of clusters of food-insecure countries.

Book excerpt: Much policy and research attention has focused on the relationship between agriculture and nutrition. We extend this analysis to the context of Nepal’s decade-long civil conflict. Understanding how conflict or similar stress mitigates the agriculture-nutrition linkage is essential to developing impactful agriculture and nutrition policy in potential conflict zones. To our knowledge, there is no prior empirical work on the link between agriculture and nutrition in the context of conflict. We find a robust relationship between milk consumption and anthropometric outcomes. We also show a positive link between milk production and milk consumption at the household level. We find significant negative relationships between conflict and milk consumption for households owning few livestock while such relationships do not exist for larger holders. We attribute these heterogeneous effects to conflict-related productivity declines and milk price increases, both of which disproportionately affect households with fewer livestock and lower milk-production capacity. Among rural households in Nepal, milk production could serve as a nutritional buffer in times of conflict or other stress, and thus, policies that promote households’ livestock production could be effective measures in improving resilience of the rural poor against shocks that negatively affect child health outcomes.

Researchers and practitioners are increasingly appreciating that accounting for the stated needs of communities supports the process of pro-poor public resource allocation. We examine four institutional arrangements that explicitly endeavor to make public spending responsive to the needs of the poor by moving decision-making procedures closer to the population—participatory budgeting, community-driven development (CDD) programs, decentralization, and delegated targeting of transfers. Using the existing literature, we compare experiences across the four arrangements and countries. Regarding responsiveness to needs of the poor, evidence is cautiously optimistic for participatory budgeting, CDD, and decentralization. As for delegating the targeting of transfers to subnational authorities and communities, evidence suggests that the effect may be regressive. However, there are important mediating effects of public spending responsiveness under the various institutional arrangements. Local elite capture is a key factor dampening pro-poor spending where either exogenous circumstances such as prevailing inequality, or inadequate program design, enable capture to materialize. Politics is an important determinant of the success of these arrangements.
