Mexico's decision to seek a free trade agreement with the United States and Washington's announcement of the Enterprise for the Americas Initiative turned the incipient integrationist revival of the mid-1980s in Latin America into a seemingly unstoppable force. If regionalism is to be a benign force, however, it must overcome the impulse toward closed, exclusionary arrangements and emulate the best features of the multilateral approach: a regional arrangement should be flexible enough to accommodate vast regional diversity, inclusive enough to allow all countries in the region to participate, and efficient enough not to impose unduly large costs on those excluded from the arrangement. The traditional criticism of development countries, leveled by liberal democracies and their constituents, is that too much patrimonialism acts as a barrier in the face of economic development and democratization. The author considers this criticism through a comparative study of the Philippines, Peru, Taiwan, Chile, Ecuador, and Indonesia. Each case holds a specific relationship to patrimonialism. As a result these cases provide the author with a unique window into the question of patrimonialism and its effect on economic development and the development of democratic societies. " And one of the fIrst Cisneros called places many nations were attempting to exercise this new-found political freedom was in the marketplace. As Richard Fisher put it: " . . . market capitalism is a universally accepted dogma. " "This world . . . is becoming one interdependent marketplace. State and national boundaries have become meaningless. No longer are there such things as domestic or foreign fIrms. Decisionmakers can be anywhere they wish to be because computerization and telecommunications allow people to be every where at once," Fisher said.
