Book excerpt: Although the rate of gun ownership in U.S. households has declined from an estimated 50 percent in 1970 to approximately 32 percent today, Americans' propensity for carrying concealed firearms has risen sharply in recent years. Today, more than 11 million Americans hold concealed handgun licenses, an increase from 4.5 million in 2007. Yet, despite increasing numbers of firearms and expanding opportunities for gun owners to carry concealed firearms in public places, we know little about the reasons for obtaining a concealed carry permit or what a publicly armed citizenry means for society. Angela Stroud draws on in-depth interviews with permit holders and on field observations at licensing courses to understand how social and cultural factors shape the practice of obtaining a permit to carry a concealed firearm. Stroud's subjects usually first insist that a gun is simply a tool for protection, but she shows how much more the license represents: possessing a concealed firearm is a practice shaped by race, class, gender, and cultural definitions that separate "good guys" from those who represent threats. However, the following gaps still need to be filled: 1) methods to characterise drought that explicitly consider its spatio-temporal features, such as spatial extent (area) and pathway; 2) methods to monitor and predict drought that include the above-mentioned characteristics and 3) approaches for visualising and analysing drought characteristics to facilitate interpretation of its variation. This research aims to explore, analyse and propose improvements to the spatio-temporal characterisation of drought. Outcomes provide new perspectives towards better prediction. The following objectives were proposed. 1) Improve the methodology for characterising drought based on the phenomenon’s spatial features. 2) Develop a visual approach to analysing drought variations. 3) Develop a methodology for spatial drought tracking. 4) Explore machine learning (ML) techniques to predict crop-yield responses to drought. The four objectives were addressed and results are presented. Finally, a scope was formulated for integrating ML and the spatio-temporal analysis of drought. Proposed scope opens a new area of potential for drought prediction (i.e. predicting spatial drought tracks and areas). It is expected that the drought tracking and prediction method will help populations cope with drought and its severe impacts.

Book excerpt: Over the last decade (and indeed ever since the Cold War), the rise of insurgents and non-state actors in war, and their readiness to use terror and other irregular methods of fighting, have led commentators to speak of 'new wars'. They have assumed that the 'old wars' were waged solely between states, and were accordingly fought between comparable and 'symmetrical' armed forces. Much of this commentary has lacked context or sophistication. It has been bounded by norms and theories more than the messiness of reality. Fed by the impact of the 9/11 attacks, it has privileged some wars and certain trends over others. Most obviously it has been historically unaware. But it has also failed to consider many of the other dimensions which help us to define what war is - legal, ethical, religious, and social. The Changing Character of War, the fruit of a five-year interdisciplinary programme at Oxford of the same name, draws together all these themes, in order to distinguish between what is really changing about war and what only seems to be changing. Self-evidently, as the product of its own times, the character of each war is always changing. But if war's character is in flux, its underlying nature contains its own internal consistency. Each war is an adversarial business, capable of generating its own dynamic, and therefore of spiralling in directions that are never totally predictable. War is both utilitarian, the tool of policy, and dysfunctional. This book brings together scholars with world-wide reputations, drawn from a clutch of different disciplines, but united by a common intellectual goal: that of understanding a problem of extraordinary importance for our times. The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm..
