The country is still unable to provide basic needs such as employment, food, housing, healthcare and education to a majority of its inhabitants in over two centuries after its revolution and Independence of 1804. Relatively incompetent, both the nation’s government and its opposition ignore moral politics, and instead, focus on corruption and fighting each other. Though free from French rule, the country remains tied to its slave past and violent history. It seems like a socioeconomic and urban consensus cannot be achieved in order to carry out sustainable solutions for the people. This book, From Revolution to Chaos in Haiti, 1804-2019: Urban Problems and Redevelopment Straregies, is an attempt to analyze this situation from a historical perspective. First, the Haitian Revolution of 1804 is displayed to show the violent and bloody struggles of outstanding leaders and warriors against colonial powers for the making of a great political and independent nation. Second, Haiti’s decline is analyzed starting from the assassination of its first leader, Jean-Jacques Dessalines, in 1806 to the country’s bottom rank in the global stratification during the 2010’s along with the impact of the catastrophic 2010 earthquake. The main factors noted within this decline are linguistic, agricultural, urban and (HIV, AIDS, TB) healthcare issues and undercapitalization along with ideological confusions (capitalism, neoliberalism, socialism, social democracy) and political instability.

Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. Isolate or Engage systematically examines the challenges to and opportunities for U.S. diplomatic relations with nine intensely adversarial states—China, Cuba, Iran, Libya, North Korea, U.S.S.R./Russia, Syria, Venezuela, and Vietnam: states where the situation is short of conventional war and where the U.S. maintains limited or no formal diplomatic relations with the government. In such circumstances, "public diplomacy"—the means by which the U.S. engages with citizens in other countries so they will push their own governments to adopt less hostile and more favorable views of U.S. foreign policies—becomes extremely important for shaping the context within which the adversarial government makes important decisions affecting U.S. national security interests. At a time when the norm of not talking to the enemy is a matter of public debate, the book examines the role of both traditional and public diplomacy with adversarial states and reviews the costs and benefits of U.S. diplomatic engagement with the publics of these countries. It concludes that while public diplomacy is not a panacea for easing conflict in interstate relations, it is one of many productive channels that a government can use in order to stay informed about the status of its relations with an adversarial state, and to seek to improve those relations.
