Although it acknowledges the reality of civil society as a paradigmatic way of thinking about democracy and good governance, it questions the conception of civil society and its use for development in Africa. The book argues that if the concept of civil society is to be successful, it has to capture fully and correctly most aspects of Africa's associational life without leaving out major portions of the socio-political mosaic. Only then, can the concept of civil society be a legitimate tool for recognizing groups and associations and organizing their problems and claims for a sustainable democracy. The African experience is different from the liberal context of civil society. The liberal argument of civil society springs from the Western conception of state-society relationships. In this convention, power, authoritarianism and exploitation are the exclusive property of the state, while society belongs to the realm of freedom, rights, and liberty To examine this argument, this study uses Senegal as a case study to explore how the idiosyncrasy of societal development in this country has constructed and produced different types of associational life and how they fit within the liberal conception of civil society. Senegal was selected as an ideal case because it is widely regarded as a vibrant model of civil society and democracy. In essence, the question is whether the civil society that exists in Senegal conforms to the liberal argument of civil. The findings reveal that, in Senegal, civil society differs in many forms from the liberal propositions.

NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper. Economic recovery, risks of renewed violent conflict, natural resource degradation, and poverty alleviation become prioritized agendas of donor countries and international institutions. Billions of dollars on development policy and governance reform have been invested. However, misapplication, ineffectiveness, and foreign aid dependency have become a controversial debate on "whose policy, whose governance, and whose outcomes." To understand the problems, the author employs a blend of social constructionism and discourse theory to establish a platform for understanding and discussing hegemonic aid conditionality on recipient governments. The theories also help analyze how the meanings of "post-conflict governance" are socially, economically, and politically constructed and used in state building, state apparatuses, institutional building, and policy-making process. He reveals that the philosophical and theoretical knowledge that underlies the interface between the mode of governance and policy design create the consensus of values, norms and indicators between experts, public servants, donors and communities in post-conflict settings. The author also shares illuminating case studies by way of his considerable wealth of experience leading reconstructive efforts in Afghanistan and Cambodia.
