Book excerpt: As recently as the mid-2000s, Catalonia was described and analysed by scholars as exhibiting a non-secessionist nationalism and was seen within Europe and beyond as a role model for successful devolution which had much to teach other parts of the world. The Spanish state seemed to be on a journey towards an authentic federal order and was generally admired. However, the new century has been marked by an ever-growing independence movement, with 47.8 per cent of Catalonia voting in favour of independence in September 2015. Pro-independence mobilization has produced a rupture in political relations with the rest of Spain leading to a sovereignty struggle with Madrid. This book explores how an accumulation of long-, medium- and short-term factors have produced the current situation and why the Spanish territorial model has been unable or possibly, unwilling, to respond. The Catalan question is not purely a Spanish problem: it has direct implications for the traditional nation-state model, in Europe and beyond.

Book excerpt: "Catalonia: the struggle over independence offers an overview of Catalonia's political, cultural and economic life and its relations with the rest of Spain. It shows how Catalonia has long displayed the characteristics of a nation: distinct language and culture, separate social and political institutions, and a strong collective identity. At the same time, Catalonia has been one of Spain's primary centres of economic dynamism and innovation. As such, it is an especially striking instance of "minority' or 'internal' nations within a larger political order. During the Franco years, the Spanish state made a concerted effort to eliminate Catalonia's national characteristics. Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.

In this book, Kathryn Woolard develops a framework for analyzing ideologies of linguistic authority and uses it to illuminate the politics of language in Spain and Catalonia, where Catalan jostles with Castilian for legitimacy. Longitudinal research across decades of political autonomy contextualizes this ethnographic study of the social meaning of Catalan in the 21st century. Part I lays out the ideologies of linguistic authenticity, anonymity, and naturalism that typically underpin linguistic authority in the modern western world, and gives an overview of a shift in the ideological grounding of linguistic authority in contemporary Catalonia. Part II examines discourses in the media surrounding three public linguistic controversies: an immigrant president's linguistic competence, a municipal festival, and an international book fair. Part III explores individuals' linguistic practices and views, drawing on classroom ethnographies and interviews with two generations of young people from the same high school. The book argues that there is an ongoing shift at both public and personal levels away from the ethnolinguistic authenticity that powered relations in the early transition to political autonomy, and toward new discourses of anonymity, rooted cosmopolitanism, and authenticity understood as a project rather than a matter of origins and essence. This shift is reflected in the current sovereignty movement.

He shows how Olivares, the favourite and chief minister of Philip IV, attempted to use Catalan resources to fight Spain's foreign wars, and how the growing tension led ultimately to a revolution, which he suggests played a crucial part in Spain's decline. Even after the Franco dictatorship's systematic suppression of Catalan language and culture, the idea that the Catalan nation needed to have an independent state of its own remained at the margins of Catalan politics. Yet, in recent years Catalan independence has become: the formal objective of Catalonia's nationalist parties; the focus of a strongly mobilized social movement; and the primary option of as much as half of Catalonia's electorate. This drive to independence even led to a failed unilateral declaration of independence. How can this remarkable transformation best be explained and what does it portend for the future of Catalonia and Spain? This new edition seeks to answer these questions.
