Book excerpt: Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning. Despite the fact that they share the same objective - to nurture young children and secure their future success - the various practitioners who contribute to the care and the education of children from birth through age 8 are not acknowledged as a workforce unified by the common knowledge and competencies needed to do their jobs well. Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. This book then makes recommendations to improve the quality of professional practice and the practice environment for care and education professionals. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions. The recommendations of this book provide an opportunity to improve the quality of the care and the education that children receive, and ultimately improve outcomes for children.

This book was released on 2015-12-09 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper brings structure to the discussion of private-sector engagement in nutrition by clarifying different models of engagement, reviews the evidence base on public-private partnerships (PPPs) for the reduction of undernutrition, and outlines some potential ways forward. We find that there are few independent, rigorous assessments of the impact of commercial-sector engagement in nutrition. Considerable caution is thus warranted when assessing PPPs in nutrition. Looking forward, future progress requires that the private sector recognize that past and current actions by some firms have created an environment of mistrust. It requires that the public sector accept that sustainable PPPs are those which permit private firms to generate profits. There is significant scope for the private sector to drive innovations that could reduce undernutrition, and, more speculatively, there may be scope for the private sector to act as a financier. Underpinning all these efforts must lie open discussions of the objectives, roles, and expectations of all parties along with potential conflicts of interest; an open space or platform where issues and challenges can be discussed and addressed; incentives for the private sector to take on pro-nutrition roles; strong, transparent, and well-enforced monitoring processes; and serious, independent evaluations of these activities.

Book excerpt: The concept and practice of civic service is deeply rooted in America's past, present, and future, and has been a featured component of recent presidential agendas. Yet despite ongoing debates about the methods and values of civic service, no recent book has systematically analyzed the effectiveness and outcomes of service programs in America. Civic Service: What Difference Does It Make? presents a thorough, research-based evaluation of public service programs in the United States. Divided into four key parts, this groundbreaking volume presents original information not found anywhere else.

Book excerpt: This guide describes elements needed to enhance public and private sector involvement in child care. An introductory section defines the problem and outlines the elements of a comprehensive child care policy. Section II presents a policy matrix that serves as a guide to typical problems and solutions in the process of instituting employer-supported child care. Section III describes benefits to businesses which offer child care services. The section identifies obstacles small business employers face and offers strategies for the implementation of child care programs. Section IV reviews employer initiatives, including direct service programs, financial assistance to employees, information and referral programs, and alternative workplace policies. Section V looks at the first level of public-private partnerships: state policies that encourage private sector involvement. Section VI previews the Child Care Action Campaign's report on public-private partnerships, and Section VII provides additional examples of public-private initiatives. Section VIII reports on two case studies on comprehensive approaches to service delivery in Maine and Seattle, Washington. Section IX focuses on economic development strategies designed to increase the availability of child care resources. State efforts to support employer-supported programs and public-private initiatives are explored in Section X. Finally, Section XI provides a bibliography and a list of resources, materials, and organizations with expertise on particular issues. (RH)

Available in PDF, EPUB and Kindle. Book excerpt: This timely book will help policymakers and practitioners convert their visions of high-quality early education into on-the-ground reality by providing a much-needed, richly detailed look at how states can design, fund, and manage exemplary programs. The authors describe and analyze how four states—Michigan, West Virginia, Washington, and North Carolina—have built early education systems that positively affect student outcomes. Sharing a commitment to advancing key elements of a quality preschool education, each of the states developed programs with different enrollment requirements, services, and oversight. All of them, however, rely on common overarching strategies, such as: establishing standards and supporting improvement, investing in knowledgeable educators, coordinating and aligning early education programs with elementary school, seeking sufficient funding sources and mechanisms, and building broad-based support. This book offers powerful lessons for anyone who is committed to delivering engaging, age-appropriate preschool programs for all. “This book is so valuable—it’s a ‘how-to’ for the current generation of political leaders, Republicans and Democrats alike, who want to develop early education policies and practices that work.” —James B. Hunt, Jr., former Governor of North Carolina “This book provides critical insights for addressing the key challenge to preschool policy: fulfilling preschool’s promise at scale.” —W. Steven Barnett, National Institute for Early Education Research (NIEER) “A great resource for everybody engaged in state-level processes on behalf of young children, providing valuable lessons from leading states to help other states chart their own path.” —Elliot Regenstein, Foresight Law + Policy “A detailed and fascinating account of how distributive leadership, collaboration, and professional learning can greatly and positively influence teachers’ effective use of data.” —Randi Weingarten, president, American Federation of Teachers
