Book excerpt: The world we now live in is a paradox: political integration and community fragmentation; expanding transnationalism and rising nationalism; unimaginable wealth and unspeakable poverty; high-tech militaries and low-tech conflicts; decreasing military spending and expanding use of defense resources. But before we embark on a new Caribbean policy, it would be constructive to reflect on past U.S. "policies" toward the Caribbean. The stakes are high for all in the region. Dr. Griffith's analysis provides an excellent basis for further study and discussion.

Available in PDF, EPUB and Kindle. Book excerpt: The security issues which have come into prominence since the September 11 terrorist attack in the USA provide both the starting point and the focus for this comprehensive survey of contemporary security issues in the Caribbean. This volume assesses the impact of the 9/11 terrorist attack on Caribbean states and examines the institutional and operational terrorism response capacity of security agencies in the region. However, understanding security challenge and change in the Caribbean context requires a broad-based multidimensional approach; terrorism for the small, open and vulnerable nation states of the Caribbean region is a real security issue but even more so, is a range of untraditional threats like crime, drug trafficking, territorial disputes, environmental degradation and the rapid spread of the HIV/AIDS epidemic. How these states adapt policies and practices to adjust to the new regional and global circumstances represent the challenge and the change.

Book excerpt: The relationship between the world’s largest power and the small nations of the Caribbean has been and remains rich and varied. The history of political and security collaboration is long, if not untroubled: the United States is the Caribbean’s predominant trade and investment partner, and U.S. culture is as pervasive in the region as are U.S. goods. At the same time, the proximity, smallness, and economic dependence of these countries have all contributed to a tendency for the United States to seek to dominate the region, often enough by resort to hard power. From the nineteenth century through the Cold War, the United States has resorted to military interventions and coercive diplomacy to ensure that this region, so close to its shores, remains stable and friendly. The Historical Dictionary of United States-Caribbean Relations contains a chronology, an introduction, appendixes, and an extensive bibliography. The dictionary section has over 700 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture.

Book excerpt: The Caribbean poses a significant drugs problem for the UK and the US, as the recent phenomenon of yardie gangs in British cities graphically illustrates. But in the islands themselves ganja, crack cocaine and the policies to control them have become, as this book demonstrates, a veritable social disaster. The authors, who are among the leading local researchers and engaged professionals in the region as well as the former regional head of the UN Drugs Control Programme, bring together new research investigations, insightful policy analysis and practical experience of on-the-ground interventions putting demand reduction into practice. The dimensions of the illicit drugs market in the Caribbean are made clear. The origins of the problem lie in part, it is argued, with the impact of neoliberal economic policies that have opened up the region's borders and gravely undermined its traditional sources of employment and exports, like bananas and sugar. The islands, in part under external US pressure, have adopted a region-wide policy of criminalization This has involved the creation of specialized drug courts and serious human and social consequences as a result of criminalizing traditional cultural practices around ganja consumption. Fascinating light is thrown on the difficulties facing drug abuse and rehabilitation centres and the dilemmas they throw up. Harm reduction as a fundamentally alternative approach to the drugs problem is also explored. This is the first book to examine the experiences of Caribbean countries since they adopted a coordinated approach to the drugs problem. There are valuable lessons to be learned at both policy and practical levels for other countries, and in particular those like the UK and US with large Caribbean populations.

Book excerpt: The conventional wisdom is that small developing countries exert limited—if any—influence on the foreign policy of superpowers, in particular the United States. This book challenges that premise based on the experience of the small developing country of Jamaica and its relations with the United States. It raises the question: if the foreign policy of the United States can be influenced by even a small developing country, should Washington be worried?

Available in PDF, EPUB and Kindle. Book excerpt: National planning for the expeditious recovery and expansion of essential industrial production facilities is often geared only to largescale declared emergencies. Under the worst scenario of a global war, all necessary authorities and funding are assumed to be available. But more often, lesser emergencies require responses without the broad powers and commitment associated with a declared national emergency. A real emergency can provide insight into the appropriateness of planned management approaches and the adequacy of available authorities. This account of two actual emergencies provides lessons on how statutory procedures could be improved, regulations clarified, the government data base expanded, and steps taken to speed up the process to be followed in the event of other crises. In May 1988, the United States lost half of its capacity to produce ammonium perchlorate when explosions and fire destroyed one of the two producing plants. Ammonium perchlorate is the oxidizer essential to solid-fuel rocket motors. Here, without question, was an excellent test case. Existing ammonium perchlorate had to be carefully allocated and additional production capacity was needed; numerous ongoing production programs for both strategic and conventional systems needed the product, and some would be curtailed if sufficient ammonium perchlorate was not available. This paper documents the government's actions and decision-making process in dealing with various legal and administrative hurdles in both restoring the capacity and allocating available ammonium perchlorate.
