Book excerpt: Measures of productivity growth typically include in the Productivity "residual" the impacts of subequilibrium from fixity of factors, costs of adjustment, returns to scale and markups. This paper proposes a general two part framework for adjusting the residual measure to take these impacts into account. Errors computing the weights on output and quasi-fixed input growth in traditional measures are first corrected for both primal- and Cost-side measures. Then the deviation of revenues from costs is used to decompose the full primal measure to identify the differential influences of technical change, utilization fluctuations, scale economies and price margins. Use of the framework is illustrated empirically for the U.S., Japanese and Canadian manufacturing sectors, using an econometric model that allows explicit incorporation and measurement of these influences. The adjusted measures show that a significant amount of cyclical and secular change in measured productivity growth can be attributed to production characteristics other than technical change, particularly scale economies

This thesis focuses on what has been considered the major contributing factor, technical progress. Solow's two models of technological change, the embodied and the disembodied, are presented and applied to Canadian economic data for the period 1947 to 1964. These results are then analyzed in the context of Canadian economic structure. The thesis concludes that investment in capital stock, and hence embodied progress, is of prime importance for growth of the Canadian economy. However it is vital that there be concurrent investment in education, research and development in order that the maxium productivity is achieved by the capital stock.

Book excerpt: Many technological innovations are introduced through improvements in the design of new investment goods, thus raising the possibility that capital-embodied technical change may be a significant source of total factor productivity growth. There are, however, no systematic estimates of the size of the embodiment effect. This paper attempts to fill this gap by merging the estimates of quality change obtained from the price literature on quality change with a version of the conventional sources of growth model which allows for both embodied and disembodied technical change. This resulting estimates suggest that as much as 20 percent of the total factor productivity in growth U.S. manufacturing industry over the period 1949-83 is due to the embodiment effect. It is also found that for the equipment used in U.S. manufacturing, best practice technology may be as much as 23 percent above the average level of technical efficiency.

Book excerpt: 'Labour productivity growth in the business sector in Canada started to decline in 2000, from 2.3% per year in the period from 1991 to 2000 to 1.0% per year in the period from 2000 to 2015. This paper examines how innovation, innovation diffusion across firms, and business dynamism affected the productivity slowdown. The decline in aggregate labour productivity after 2000 was found to be caused by a decline in productivity growth in both frontier firms (defined as the top 10% of the most productive firms in an industry) and-mainly-non-frontier firms (defined asall other firms). The decline in labour productivity growth of non-frontier firms after 2000 accounted for 2.95 percentage points, or 90%, of a 3.21-percentage-point decline in aggregate labour productivity growth between the periods of 1991 to 2000 and 2000 to 2015. This paper also found that the decline in aggregate labour productivity growth was caused by a decline in technical change by frontier firms and, to a lesser extent, by a decline in catch-up of non-frontier firms to frontier firms after 2000. These results suggest that the pace of innovation in frontier firms and the rate of innovation diffusion from frontier firms to non-frontier firms both declined in Canada after 2000, contributing to aggregate productivity slowdown in that period. However, the relativeimportance of innovation and innovation diffusion is sensitive to the methods used. Finally, this paper found that resource reallocation declined in Canadian firms after 2000, contributing to the decline in aggregate labour productivity growth in the business sector in that period'--Abstract, page 5.

However, the dependence of GDP levels on its history of shocks, what economists refer to as “hysteresis,” argues for unifying the analysis of growth and cycles. In this paper, we review the recent empirical and theoretical literature that motivate this paradigm shift. The renewed interest in hysteresis has been sparked by the persistence of the Global Financial Crisis and fears of a slow recovery from the Covid-19 crisis. The findings of the recent literature have far-reaching conceptual and policy implications. In recessions, monetary and fiscal policies need to be more active to avoid the permanent scars of a downturn. And in good times, running a high-pressure economy could have permanent positive effects.
