Book excerpt: Deryn Watson CapBIT 97, Capacity Building for Information Technologies in Education in Developing Countries, from which this publication derives, was an invited IFIP working conference sponsored by Working Groups in secondary (WG 3. 1), elementary (WG 3. 5), and vocational and professional (WG 3. 4) education under the auspices ofIFIP Technical Committee for Education (TC3). The conference was held in Harare, Zimbabwe 25th - 29th August 1997. CapBIT '97 was the first time that the IFIP Technical Committee for Education had held a conference in a developing country. When the Computer Society of Zimbabwe offered to host the event, we determined that the location and conference topic reflect the importance of issues facing countries at all stages of developmen- especially Information Technologies (IT) development. Information Technologies have become, within a short time, one of the basic building blocks of modem industrial society. Understanding IT, and mastering basic skills and concepts of IT, are now regarded as part of the core education of all people around the world, alongside reading and writing. IT now permeates the business environment and underpins the success of modem corporations as well as providing government with cost-effective civil service systems. At the same time, the tools and technologies of IT are of value in the process of learning, and in the organisation and management of learning institutions.

Book excerpt: For the past 25 years UK Higher Education institutions have forged research and teaching partnerships with their counterparts overseas. Many of these links were funded by the British Government and managed by the British Council’s Higher Education Links Scheme. This book takes an informed and critical look at issues and trends in global higher education over the past twenty five years with an in-depth and often personal account of how these links were managed and led. Ten experts representing a variety of disciplines from areas such as conserving the natural environment, the promotion of human rights, and education and gender present an ‘insider’s’ view of their link, reflecting upon the successes and challenges in promoting research, developing institutional capacity at home and abroad, and the lessons they have learned. This book will be of particular interest to those working in higher education and international development generally; as well as students, researchers and professionals engaged in bilateral and multi-lateral development assistance programmes.

Book excerpt: Through direct exploration of the subseafloor, U.S.-supported scientific ocean drilling programs have significantly contributed to a broad range of scientific accomplishments in Earth science disciplines, shaping understanding of Earth systems and enabling new fields of inquiry. Scientific Ocean Drilling: Accomplishments and Challenges reviews the scientific accomplishments of U.S.-supported scientific ocean drilling over the past four decades. The book evaluates how the programs (Deep Sea Drilling Project [DSDP], 1968-1983, Ocean Drilling Program [ODP], 1984-2003, and Integrated Ocean Drilling Program [IODP], 2003-2013) have shaped understanding of Earth systems and Earth history and assessed the role of scientific ocean drilling in enabling new fields of inquiry. This book also assesses the potential for transformative discoveries for the next proposed phase of scientific ocean drilling, which is scheduled to run from 2013 to 2023. The programs' technological innovations have played a strong role in these accomplishments. The science plan for the proposed 2013-2023 program presents a strong case for the continuation of scientific ocean drilling. Each of the plan's four themes identifies compelling challenges with potential for transformative science that could only be addressed through scientific ocean drilling, although some challenges appear to have greater potential than others. Prioritizing science plan challenges and integrating multiple objectives into single expeditions would help use resources more effectively, while encouraging technological innovations would continue to increase the potential for groundbreaking science.

Book excerpt: Yasushi Hirosato and Yuto Kitamura Developing countries, including Southeast Asian countries, face an enormous challenge in ensuring equitable access to quality education in the context of deepening globalization and increasing international competition. They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

Book excerpt: McCarthy, Bader, and Pleskovic discuss a variety of experiences in a number of transition and developing countries to build institutional capacity for economics education. A flexible approach met with some success. The approach uses partnerships that combine the often different needs of a number of private donors with the World Bank on the supply side. Much of the success was due to adopting each effort to the individual country situation. The authors also provide a brief summary of five academic institutions and four research networks in Europe, Africa, Asia, and Latin America. This paper - a product of Partnerships, Capacity Building, and Outreach, Development Economics - is part of a larger effort in the Bank to build capacity for economic education.

Available in PDF, EPUB and Kindle. Book excerpt: Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Available in PDF, EPUB and Kindle. Book excerpt: Higher education has recently been recognized as a key driver for societal growth in the Global South and capacity building of African universities is now widely included in donor policies. The question is; how do capacity building projects affect African universities, researchers and students? Universities and their scientific knowledges are often seen to have universal qualities; therefore, capacity building may appear straight forward. Higher Education and Capacity Building in Africa contests such universalistic notions. Inspired by ideas about the ‘geography of scientific knowledge’ it explores what role specific places and relationships have in knowledge production, and analyses how cultural experiences are included and excluded in teaching and research. Thus, the different chapters show how what constitutes legitimate scientific knowledge is negotiated and contested. In doing so, the chapters draw on discussions about the hegemony of Western thought in education and knowledge production. The authors’ own experiences with higher education capacity building and knowledge production are discussed and used to contribute to the reflexive turn and rise of auto-ethnography. This book is a valuable resource for researchers and postgraduate students in education, development studies, African studies and human geography, as well as anthropology and history.

Available in PDF, EPUB and Kindle. Book excerpt: The chain of stakeholders associated with educational books is long and impressive. By contrast, our information about the educational book publishing industry has been fragmented at best. To consolidate and share this information, a seminar on "Understanding the Educational Book Industry" was organized by the World Bank in Washington, D.C., September 9-10, 1997. This report reflects the deliberations that emerged from that seminar. The seminar focused on four themes: policies for the provision of educational materials; the publishing industry growth in developing countries; thorny issues such as procurement, protection, and copyright; and longer-term solutions. Over the last three years the World Bank has lent approximately US$550 million in one form or another for textbook components within education projects. With textbooks continuing to be such a rarity in developing countries, we need to pause and ask the questions: Are current processes effective? Do we know enough about the educational book industry to claim that we have helped to promote literate societies? This report attempts to answer these and other questions toward the ultimate goal of educating society.

Book excerpt: African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.
