Book excerpt: Over 335,000 reserve members have been involuntarily called to active duty since 9/11. This report reviews DoD's mobilization & demobilization (M&D) process. Examines the extent to which: (1) DoD's implementation of a key mobilization authority & personnel policies affect reserve force availability, (2) the Army was able to execute its M&D plans efficiently, & (3) DoD can manage the health of its mobilized reserve forces. DoD should develop a strategic framework with personnel policies linked to human capital goals, update planning assumptions, determine the most efficient mobilization support options, update health guidance, set a timeline for submitting health assessments electronically, & improve medical oversight. Book excerpt: What should Air Force decisionmakers consider when making force mix deliberations across each element of the total force-active, Air Force Reserve (AFR), and the Air National Guard (ANG)? Generally, rational deliberations of force-mix decisions have focused on three factors-cost, military effectiveness, and availability. However, these three factors may not be the only considerations that should apply in determining an appropriate force mix. There is also the issue understood but often intangible-of how reserve forces help to meet certain social and political objectives important to the Air Force and Department of Defense (DoD) and how the reserve component (RC) captures valuable experience and expertise that would otherwise be lost. In addition, it is necessary to understand why the flow of human capital from active to reserve forces must be kept within feasible bounds. Finally, it is important to understand cost considerations in a disaggregated way; in other words, does the type of mission the Air Force performs favor one component over the other?

AR members historically could expect to train one weekend a month & 2 weeks a year with activations for limited deployments Since Sept. 11 some have been called upon to suport ongoing military operations for a year or more. Thia report: (1) identifies the challenges the AR faces in continuing to support overseas operations; & (2) assesses the extent to which the Army & AR have taken steps to improve the AR's readiness for future missions. Book excerpt: As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.

Available in PDF, EPUB and Kindle. Book excerpt: By 1995, over half of the nation's capability to deploy combat force by air will reside in the Air National Guard and the Air Force Reserve. The absence of an overriding Soviet threat and mounting budgetary pressures could result in an even further shift of forces toward the reserve components. Although the air reserve components have proven themselves to be a ready, credible force, a dramatic shift in the delicate balance between active and reserve forces raises questions of cost-effectiveness. Such a shift could also have a harmful impact on the ability of the active component to support the reserve components with technical assistance and to sustain the reserve's requirement for experienced, prior service personnel. Due to the historical roots of the reserves in U.S. society and the role they play in the balance of power between the President, the Congress, and the states, any decision to radically alter the share of the Total Force borne by the reserve components will have significant military and political implications.

Book excerpt: A 2002 Department of Defense (DoD) report stated that the military services developed or adopted many innovative approaches to unit structures and organization as force size changed and operational tempo increased. The report suggested that organizational concepts leading to a more flexible, capable force must be implemented more broadly to better capitalize on the capabilities and strengths of the reserve components. In particular, such organizational concepts include blending active component (AC) and reserve component (RC) workforces in military units. We define blending as any arrangement or event that brings active and reserve manpower together within organizations for a common purpose. At the organizational level where mission work is actually done, there is interest in workforce integration between the components.
