Ethnic diversity has a more adverse effect on economic policy and growth when a government's institutions are poor. But poor institutions have an even more adverse effect on growth and policy when ethnic diversity is high. In countries where the institutions are good enough, however, ethnic diversity does not lessen growth or worsen economic policies. Good institutions also reduce the risk of wars and genocides that might otherwise result from ethnic fractionalization. However, these forms of violence are not the channel through which ethnic fragmentation and its interaction with institutions affect economic growth. Ethnically diverse nations that want to endure in peace and prosperity must build good institutions.

Jesse and Kristen P. Williams develop an argument favoring a solution that links resolving issues of identity and perceptions of inequality to the establishment of cross-national, democratic institutions. These institutions can affect deeply held attitudes by promoting overlapping identities and pooling sovereignty. Overlapping identities reduce tension by creating an atmosphere where different ethnic groups lose their strict definitions of Self and Other. Pooling sovereignty across a number of international (and national) representative bodies leads to increased access to governmental policymaking for all parties involved, with each nationalist/ethnic group having a stake in government. Increased access, moreover, reduces threat perceptions and ethnic security dilemmas, and increases trust—all of which play an important role in overcoming such conflicts.

Book excerpt: Who Intervenes? takes as a given that there are tensions among ethnic groups throughout the world. But it is not at all clear when and why these tensions escalate into violence. The likelihood and character of intervention depend upon the interplay of two factors: ethnic composition and institutional constraint. A fourfold typology is produced. For example, states with high constraints and ethnic diversity are likely to intervene only for reasons related to national interests, while states with both ethnic dominance and low constraint are most disposed to intervene. The disposition to intervene is catalyzed, the authors hypothesize, by the presence of ethnic affinity and cleavage. The book includes a comparative analysis of five case studies: India and Sri Lanka, Somalia and Ethiopia, Malaysia and the Thai Malay (a non-intervention), the immediate aftermath of the breakup of Yugoslavia, and Greece and Turkey with Cyprus. The case histories produce strong support for the relevance of the typology and catalysts. Ethnic composition, institutional constraint, and ethnic affinity and cleavage are very useful factors in distinguishing both the likelihood and form of intervention. Policies that encourage institutional reform and support ethnic diversity can be expected to reduce the likelihood and even the perceived need for intervention.
