Diante deste novo cenário, vários segmentos produtivos nacionais passaram por um processo de reestruturação produtiva e organizacional, com conseqüentes ganhos de produtividade e competitividade. Assim, este estudo tem como objetivo geral avaliar a competitividade internacional dos segmentos da produção de carne bovina in natura e industrializada pós 1990, enfatizando os determinantes da competitividade e seus impactos na distribuição funcional da renda setorial, isto é, os efeitos distributivos dos ganhos de competitividade e produtividade. Para tal é realizada uma descrição de cenários com relação ao segmento de carne bovina, em dois níveis de desagregação (cenário doméstico e nacional), com a posterior utilização de indicadores como: Vantagem Comparativa Revelada, Constant Market Share, Taxa de Auto-Suprimento, Comércio Intra-indústria, Produtividade da Mão-de-obra e Custo Unitário Relativo da Mão-de-obra. Mensura-se competitividade a partir da observação da evolução de custos de produção, rentabilidade e remuneração, também é feita uma relação com a distribuição dos ganhos obtidos com o aumento de produtividade e competitividade, a partir da análise desagregada das variáveis que compõem cada um desses indicadores.

Na bovinocultura de corte, uma das prioridades passou a ser o controle e erradicação da febre aftosa, condição imprescindível para se alcançarem novos mercados. Este trabalho analisa as transformações recentes na bovinocultura de corte brasileira em sua busca de adequação a esses novos parâmetros. Observa-se uma nova estruturação regional, que a bovinocultura de corte brasileira assume para atender às exigências sanitárias, com deslocamento de unidades industriais, especialmente as de abate, para as regiões produtoras de bovinos. A modernização da atividade também reestrutura a cadeia produtiva da carne bovina: seus principais elos - fornecedor de insumos, produtor, indústria frigorífica e distribuição -, que tradicionalmente mantiveram conflitos, passam a ter seus papéis redefinidos em termos de poder de mercado, com hegemonia crescente do elo final - o dos distribuidores. Finalmente, este trabalho evidencia que o Circuito Pecuário Centro-Oeste, com destaque para a Região Centro-Oeste e, em especial, o estado de Mato Grosso do Sul, consolidam-se nessa nova dinâmica como os grandes produtores brasileiros de carne bovina, tanto para o mercado interno quanto para o internacional.
