The NAO has set out a number of findings and recommendations, including: that the lack of financial skills and awareness amongst non-finance staff remains a significant barrier to improving the management of financial resources across government; that some departments lack a qualified Finance Director at Board level; that senior managers in many departments are not provided with incentives to promote sound management of financial resources; that Departments could do more to improve their forecasting capabilities; that some Departments are not sufficiently well placed to integrate financial and operational performance information; that many Departments do not always ensure the full assessment of the financial implications of policy proposals.

Book excerpt: The House of Lords Constitution Committee have today published their 4th report of the 2009-10 session on 'The Cabinet Office and the Centre of Government' (HLP 30, ISBN 9780108459320) in which they suggest that power within the cabinet has become increasingly centralised to the Prime Minister and recommend that structures of accountability should be reformed to mirror that change. The Committee expresses support for the principles of collective responsibility but recognise that increasingly the Cabinet Office has become responsible for overseeing the delivery of government policy across departments. They stress that accountability mechanisms within the UK constitution are not set up to reflect this new reality with parliamentary and select committee scrutiny based on individual Ministers reporting to Parliament for activities within their departments. The Committee also considers the role of the Minister for the Cabinet Office, and state that the responsibilities of the post are currently poorly defined. They recommend that the Government reassess the functions of the Minister for the Cabinet Office to ensure that the postholder's responsibilities accurately reflect the strategic role the Cabinet Office plays in delivering government policy. The report goes on to consider the approach taken to changes to the machinery of government and the change in the role and function of the Lord Chancellor which took place during Tony Blair's time as Prime Minister. The Committee states that the process of change involved ’wholly inadequate' consultation both within government and with the senior judiciary, and further states that there was "no justification for failure to consult on these important reforms". The Committee recommends that in future the Cabinet Office should play a formal role in investigating any machinery of government changes, particularly those with constitutional implications.

Book excerpt: Holding managers to account for the resources they have been allocated is key to improving financial management at the Department for Environment, Food and Rural Affairs. This need has been recognised by the Department and reflected in a programme to improve its financial management, but the Department's Management Board recognises that establishing a culture of tighter control over its expenditure will take time. This initiative must remain a top priority and managers throughout the organisation will need to produce more reliable estimates of costs to justify their bids for resources and track the cost effectiveness of work done. The budgets agreed by the Management Board at the outset of 2006-07 and 2007-08 exceeded the funds available. In early 2006-07, increased spending to remedy difficulties with the Single Payment Scheme led to a risk of overspending in that year and the Department instigated a review which identified savings of £170 million against its original budget of £3,854 million. During the early part of 2007-08 further commitments above the agreed budget allocations meant the Department was at risk of exceeding its spending limit by £140 million. In July 2007, the Management Board identified savings which partially balanced the budget and continues to work towards a balanced budget for the year end. Effective monitoring by the Management Board and greater integration between the systems for monitoring performance delivery and financial expenditure would help better management of budgets. The NAO recommends that the Management Board set budgets from 2008-09 onwards that balance with the 2007 Comprehensive Spending Review and develops benchmarks to test the rigour of proposed budgets and to provide confirmation that these resource bids accord with the Department's strategic objectives.

Strong and competent financial resources management is central to departments meeting their objectives cost effectively and delivering public services which represent value for money. Since the Committee's last report on this topic (HC 181, 25th report of session 2003-04, ISBN 9780215023636) the number of qualified finance directors with a seat on the departmental board has increased, enhancing the focus on financial performance at senior management level, but the lack of financial skills and awareness amongst non-finance staff remains a barrier to improving financial management more generally across government. Accruals-based accounting and budgeting systems are helping some departments identify under-utilised assets and dispose of those no longer required. Departments need to improve their forecasting capabilities to strengthen budgetary control and to avoid underspends not being identified early enough to reallocate resources to other priorities. Departments are continuing to spend less money than they forecast, particularly on capital projects, increasing the risk that resources are not being allocated across government in the most effective way. Few departmental boards are presented with accurate, timely and integrated financial and operational performance information to enable them to take sufficiently informed decisions on the use of resources and to review performance. Although the Treasury and Cabinet Office have a number of initiative to improve resource management, there is some way to go before financial management is fully embedded within departmental cultures.
