Book excerpt: In this lecture, the author describes a government where senior officials are important partners who play the same role whatever the political stripe of the government. He describes a government of substance rather than style. His lecture explains not only how blandness worked, but why. It deals with renovation and cautious conflict-resolution with the challenge of developing a contemporary system of Cabinet government in which structure serves decision-making, rather than the other way around.

Book excerpt: In an era where government transparency and accountability are considered fundamental values, does Cabinet secrecy still have a place? Behind Closed Doors is the first comprehensive exploration of the legal and political rules protecting the confidentiality of collective decision-making at the highest executive level of the Canadian state. Yan Campagnolo defends Cabinet secrecy as essential to the proper functioning of responsible government while criticizing its associated statutory provisions as excessively broad and possibly unconstitutional. Comparing Canada, the United Kingdom, Australia, and New Zealand, this meticulous work proposes feasible, specific reforms that would achieve a better balance between transparency and confidentiality.
Book Synopsis Breaking the Bargain by : Donald Savoie
Download or read book Breaking the Bargain written by Donald Savoie and published by University of Toronto Press. This book was released on 2003-12-15 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada's machinery of government is out of joint. In Breaking the Bargain, Donald J. Savoie reveals how the traditional deal struck between politicians and career officials that underpins the workings of our national political and administrative process is today being challenged. He argues that the role of bureaucracy within the Canadian political machine has never been properly defined, that the relationship between elected and permanent government officials is increasingly problematic, and that the public service cannot function if it is expected to be both independent of, and subordinate to, elected officials. While the public service attempts to define its own political sphere, the House of Commons is also in flux: the prime minister and his close advisors wield ever more power, and cabinet no longer occupies the policy ground to which it is entitled. Ministers, who have traditionally been able to develop their own roles, have increasingly lost their autonomy. Federal departmental structures are crumbling, giving way to a new model that eschews boundaries in favour of sharing policy and program space with outsiders. The implications of this functional shift are profound, having a deep impact on how public policies are struck, how government operates, and, ultimately, the capacity for accountability.

It encompasses a range of regions, cities, and local cultures, while also claiming a long-standing pre-eminence in Canadian federalism. The second edition of The Politics of Ontario aims to understand this unique and ever-changing province. The new edition captures the growing diversity of Ontario, with new chapters on race and Ontario politics, Black Ontarians, and the relationship of Indigenous Peoples and Ontario. With contributors from across the province, the book analyses the political institutions of Ontario, key areas such as gender, Northern Ontario, the intricate Ontario political economy, and public policy challenges with the environment, labour relations, governing the GTA, and health care. Completely refreshed from the earlier edition, it emphasizes the evolution of Ontario and key public policy challenges facing the province. In doing so, The Politics of Ontario provides readers with a thorough understanding of this complicated province.
