Available in PDF, EPUB and Kindle. Book excerpt: Standing in the blood of the man who tried to kill him, the boy, almost a man, froze, horrified at what he had done. The head, separated from the body, lay face down in the forest undergrowth. Blood flowed from the open neck onto the mat of decaying leaves. There had been no time. There had been no time to think. No time to plan. Only one would walk away from that confrontation in the woods. The boy had gotten the better of this man who had killed many before him. When the woman, dressed to blend into the forest, emerged from behind the trees to admire his handiwork pointing her crossbow at him, he thought he might have killed for naught. Little did any of the handful of people standing in the forest that day know the changes that this one death put in motion.

Book excerpt: In 1971, the state of Minnesota was rocked by the ''Butcher Boy'' incident, as coverage of a family brutally murdered by one of their own swept across newspapers and television screens nationwide. Now, in present-day New Orleans, Polly Deschamps finds herself at yet another lonely crossroads in her life. No stranger to tragedy, Polly was a runaway at the age of fifteen, escaping a nightmarish Mississippi childhood. Lonely, that is, until she encounters architect Marshall Marchand. Polly is immediately smitten. She finds him attractive, charming, and intelligent. Marshall, a lifelong bachelor, spends most of his time with his brother Danny. When Polly's two young daughters from her previous marriage are likewise taken with Marshall, she marries him. However, as Polly begins to settle into her new life, she becomes uneasy about her husband's increasing dark moods, fearing that Danny may be influencing Marshall in ways she cannot understand. But what of the ominous prediction by a New Orleans tarot card reader, who proclaims that Polly will murder her husband? What, if any, is the Marchands' connection to the infamous ''Butcher Boy'' multiple homicide? And could Marshall and his eccentric brother.

Book excerpt: With 13 ½, Nevada Barr, New York Times bestselling author of the award-winning Anna Pigeon novels, has written a taut and terrifying psychological thriller. It carries the reader from the horrifying 1970s murder spree of a child— dubbed “Butcher Boy” by a shocked public—in Rochester, Minnesota, to Polly, the abused daughter of Mississippi “trailer trash,” to post-Katrina New Orleans. In Jackson Square in the French Quarter a tarot card reader told Polly Deschamps she would be a success. Thirty years later, Polly is a respected professor of literature with good friends and her own home—a safe life for her and her two daughters. Butcher Boy, released on his seventeenth birthday, shook the snow from his boots and headed south. New Orleans, a Mecca for runaways then and now, offers sanctuary but never forgiveness. When Polly falls in love with Marshall Marchand, a restoration architect who is helping to rebuild her adopted city, shadows of the past rise out of the poisoned ground of New Orleans as thick and deadly as the toxic waters of the flood. Like history, some crimes are doomed to repeat themselves. Evil stays the same, only the victims’ names change. As two broken pasts collide in an uncertain present, Polly is determined that her children’s names will never be on that list.

Book excerpt: Rebel Courts presents an argument that it is possible for non-state armed groups in situations of armed conflict to legally establish and operate a system of courts to administer justice. Neither the concept of the rule of law nor the general principle of state sovereignty stands in the way of framing an understanding of the rule of law adapted to the reality of rebel governance in the area of justice. Legal standards applicable to non-state armed groups in situations of international or non-international armed conflict, including international humanitarian law, international human rights law, and international criminal law, recognise their authority to regularly constitute or establish non-state courts. The lawful operation of such courts is of course subject to requirements of due process, corresponding to an array of guarantees that must be respected in all cases. Rebel courts that are regularly constituted and operate in a manner consistent with due process guarantees demand a certain degree of recognition by international institutions, by states not involved in the conflict, to some extent by the territorial state, and even by other non-state armed groups. These normative claims are grounded in a series of detailed case studies of the administration of justice by non-state armed groups in a diverse range of conflict situations, including the FARC (Colombia), Islamic State (Syria and Iraq), Taliban (Afghanistan), Tamil Tigers (Sri Lanka), PKK (Turkey), PYD (Syria), and KRG (Iraq).
