Book excerpt: Sustainable agrocolture and food security are of particular concern for the countries of the Middle East and North Africa (MENA) region, and represent one of the biggest challenges facing the area. As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.

Driven by these shared goals, FAO and CIHEAM have jointly contributed to policy dialogue, the implementation of programs and projects, awareness-raising, and the capacity development of different actors in the region. FAO- CIHEAM collaboration has helped to build important knowledge resources and technical networks, strengthen the focus on gender and youth in agriculture, and promote the sustainable development of rural and coastal areas and sustainable fisheries. In October 2015, both organizations signed a Memorandum of Understanding (MoU) reinforcing their partnership. Under the framework of the partnership agreement, FAO and CIHEAM committed to developing a common strategic cooperation agenda to support agriculture, food, and sustainable rural development in the Mediterranean. In June 2019, based on the success of this collaboration the MoU was renewed for another four years. This brochure presents the highlights and successes of the partnership between FAO and CIHEAM.

The way the food system operates reflects hard political realities. Rather than pay for the environmental costs of sustainable production, society expects food at ever lower prices. Governments reflect their electorates in this regard. Given that farm production may account for as little as 10% of the food value chain in wealthy economies, it is striking that governments have been unwilling (or unable) to put in place the essential laws and accountability that would enable famers to ensure both production and stewardship. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain.
