Occasionally cases are reported where serious failures have occurred. These reports should not obscure the fact that many buildings have been successfully built on fill; they emphasise the importance of understanding the behaviour of fills, identifying potential hazards and adopting measures that will ensure successful development of these sites. Part 2 recommends that construction on existing filled areas should be preceded by careful investigation of the site which should be both appropriate and adequate. The site investigation may indicate that ground treatment is required before construction to improve the load-carrying properties of the fill, reducing or forestalling the effects of the unexpected. The Digest gives guidance only of a general nature and it must be recognised that the services of civil, structural and geotechnical engineers will usually be needed. Part 3 presents guidance for the specification and control of fills which are to be placed so that they can safely support low-rise buildings without the occurrence of damaging movements. Such fills are described as foundation fills. When new fill is to be placed, careful selection of the material and controlled placement should ensure that the fill forms an adequate foundation material. Part 3 is particularly relevant to building developments where relatively small volumes of fill are being placed (typically less than 50 000 m3) and consequently the resources available for design, testing, etc are quite limited. The Digest gives guidance only of a general nature and it must be recognised that the services of civil, structural and geotechnical engineers will usually be needed.

Most poorly compacted fills undergo a reduction in volume when inundated or submerged for the first time, which if it happens after building construction can cause serious damage. This phenomenon, usually termed collapse compression, is often the most serious hazard for buildings on fill. The increase in moisture content of the fill which triggers collapse compression can be caused either by downward infiltration of surface water or by a rising ground water level. Where non-engineered fill is treated to improve its load-carrying properties, a primary objective should be to eliminate any significant collapse potential. Similarly, the specification and control procedures for placement and compaction of an engineered fill should aim to eliminate this type of volume change within the fill.

Although other waterfront cities also have substantial areas that are built on fill, Boston probably has more than any city in North America. In Gaining Ground historian Nancy Seasholes has given us the first complete account of when, why, and how this land was created.The story of landmaking in Boston is presented geographically; each chapter traces landmaking in a different part of the city from its first permanent settlement to the present.
