Why?In an era of growing cultural pessimism, many thoughtful individuals believe that different civilisations-especially Islam and the West-cannot live together in peace. The ten countries of ASEAN provide a thriving counter-example of civilizational co-existence. Here 625m people live together in peace. This miracle was delivered by ASEAN.In an era of growing economic pessimism, where many young people believe that their lives will get worse in coming decades, Southeast Asia bubbles with optimism. In an era where many thinkers predict rising geopolitical competition and tension, ASEAN regularly brings together all the world's great powers.Stories of peace are told less frequently than stories of conflict and war. ASEAN's imperfections make better headlines than its achievements. But in the hands of thinker and writer Kishore Mahbubani, the good news story is also a provocation and a challenge to the rest of the world. This excellent book explains, in clear and simple terms, how and why ASEAN has become one of the most successful regional organizations in the world. - George YeoA powerful and passionate account of how, against all odds, ASEAN transformed the region and why Asia and the world need it even more today. - Amitav Acharya

Available in PDF, EPUB and Kindle. Book excerpt: This study provides a structural analysis of the Association of Southeast Asian Nations' (ASEAN) role in Southeast Asia's regional development and conflict. Part I of the book concentrates on ASEAN's dispute management mechanism and applies Robert Fritz's theory of structural dynamics. It introduces the main structural factors influencing the organization's dispute management system and identifies avoidance and consensus building as the two central procedures. ASEAN's oscillation between success and failure is also discussed by identifying the root causes underlying the structural instability. How to overcome ASEAN's internal organization conflicts leading to oscillation through structural dynamics is also discussed. This section concludes by presenting a general overview of ASEAN's role in dealing with regional conflict through preventive diplomacy and possibly peace-building. Part II concentrates on socio-economic development and trade, providing an overview of socio-economic development in the region, as well as some important intra-regional trade barriers. It applies structural dynamics to the problem of economic and trade oscillation in ASEAN. Based on ASEAN's official goal of creating a socio-cultural community, Part III of the book tackles the structural conflicts present due to the region's diverse socio-cultural makeup. The complementary processes of avoidance and consensus building are presented as the central mechanisms through which ASEAN can construct shared norms and thus overcome inherent organizational conflicts. It also presents an overview of ASEAN's path towards a socio-cultural community through a structural lens. Part IV presents general conclusions and proposes possible future directions for further research. It ties together the previous three sections by providing an overview of ASEAN's future in the region's development and conflict.

Available in PDF, EPUB and Kindle. Book excerpt: Written by the highly regarded diplomat Marty Natalegawa, former ambassador and foreign minister of Indonesia, this book offers a unique insider-perspective on the present and future relevance of ASEAN. It is about ASEAN’s quest for security and prosperity in a region marked by complex dynamics of power. Namely, the interplay of relations and interests among countries — large and small — which provide the settings within which ASEAN must deliver on its much-cited leadership and centrality in the region. The book seeks to answer the following questions: How can ASEAN build upon its past contributions to the peace, security and prosperity of Southeast Asia, to the wider East Asia, the Asia-Pacific and the Indo-Pacific regions? More fundamentally and a sine qua non, how can ASEAN continue to ensure that peace, security and prosperity prevail in Southeast Asia? And, equally central, how can ASEAN become more relevant to the peoples of ASEAN, such that its contributions can be genuinely felt in making better the lives of its citizens?

Available in PDF, EPUB and Kindle. Book excerpt: ASEAN has declared its intention to create a security community in Southeast Asia that is people-orientated. This book evaluates ASEAN’s progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN’s constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with ‘the people’, the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

Book excerpt: Founded in 1967, the Association of Southeast Asian Nations (ASEAN) has emerged as one of the most successful regional organizations in the world. This book discusses the future of ASEAN against a backdrop of a growing US–China rivalry and the security implications of COVID-19. Chapters in this book move through a history of ASEAN and its multilateral institutions, including the ASEAN Regional Forum (ARF) and the East Asia Summit (EAS), featuring rare photographic material to contextualize both recent developments in regional security and projections for ASEAN’s prospects. Key concepts and terms are unpacked throughout, with the chapters focusing on rapidly changing international and regional environments, economic insecurities such as trade conflicts, human rights, and ASEAN identity, and providing extensive analysis of the factors challenging the principle ASEAN Centrality and the Indo-Pacific security architecture. The concept of security community frames this book, despite being subject to change if intraregional discord and institutional stagnation take hold. As a discussion of the role and future of ASEAN in a pivotal period of world history, ASEAN and Regional Order will prove vital to both students and scholars of international relations, regional organizations, and Asian studies more broadly.

Book excerpt: Despite clear aspirations by the Association of Southeast Asian Nations (ASEAN) to create an effective and transparent framework to facilitate movements among skilled professionals within the ASEAN by December 2015, progress has been slow and uneven. This report examines the challenges ASEAN member states face in achieving the goal of greater mobility for the highly skilled, including hurdles in recognizing professional qualifications, opening up access to certain jobs, and a limited willingness by professionals to move due to perceived cultural, language, and socioeconomic differences. The cost of these barriers is staggering and could reduce the region's competitiveness in the global market. This report launches a multiyear effort by ADB and the Migration Policy Institute to better understand the issues and develop strategies to gradually overcome the problems. It offers a range of policy recommendations that have been discussed among experts in a high-level expert meeting, taking into account best practices locally and across the region.

Book excerpt: Is ASEAN the foundation of a strong regional community in Southeast Asia? Or is it no more than an instrument used by its members to advance their individual interests? Addressing these questions, Shaun Narine offers a comprehensive political analysis of ASEAN from its creation in 1967 through the events of 2001. Reflecting both the accomplishments and the limitations of the organization, Explaining ASEAN explores issues of regional security, economic stability - and the growing expectations of the international community. Narine's trenchant analysis makes it clear that, unless ASEAN can resolve the problems of inadequate resources and disagreements among the member states, its future as an effective, active international regime is doubtful.

Inequitable access to democratic processes and mechanisms produce government policies and initiatives that are inconsistent with the needs of the majority. The chapters include empirical research on the symptoms and effects of traditional patron-client politics, experiences, insights, analyses, and policy recommendations, as well as reflections, on reform efforts along the lines of citizens' participation, transparency, and evidence-based policymaking.

Book excerpt: This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Available in PDF, EPUB and Kindle. Book excerpt: The formation of the Association of Southeast Asian Nations (ASEAN) in 1967 was originally driven by political and security concerns. In the decades that followed, ASEAN's scope evolved to include an ambitious and progressive economic agenda. In December 2015, the ASEAN Economic Community (AEC) was formally launched. Although AEC has enjoyed some notable successes, the vision of economic integration is yet to be fully realized. This publication reviews the evolution of ASEAN economic integration and assesses the major achievements. It also examines the challenges that emerged during the past decade and provides recommendations on how to overcome them.
