Book excerpt: The Manufacturing USA initiative seeks to reinforce U.S.-based advanced manufacturing through partnerships among industry, academia, and government. Started in 2012 and established with bipartisan support by the Revitalize American Manufacturing and Innovation Act of 2014, the initiative envisages a nationwide network of research centers for manufacturing innovation. As of May 2017, 14 manufacturing innovation institutes had been established to facilitate the movement of early-stage research into proven capabilities ready for adoption by U.S. manufacturers. To better understand the role and experiences of the Manufacturing USA institutes to date, a committee of the Innovation Policy Forum of the National Academies of Sciences, Engineering, and Medicine convened a workshop on May 23, 2017 drawing together institute directors and manufacturing policy experts along with leaders from industry, academia, and government. Participants addressed the role of the manufacturing institutes in increasing advanced manufacturing in the United States, examined selected foreign programs designed to support advanced manufacturing, and reviewed recent assessments of existing institutes. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: The vision of the National Network for Manufacturing Innovation is U.S. global leadership in advanced manufacturing. It is a vision of a network of institutes that bring U.S. industry, academia, and government together to solve cross-sector manufacturing challenges that each sector simply cannot solve alone. Each institute is the manufacturing technology development and workforce training leader for a specific technical area. The institutes focus on transforming promising early-stage research into proven manufacturing capabilities that are ready for adoption by U.S. manufacturers. The institutes provide small, mid-sized, and large manufacturers with access to state-of-the-art facilities and equipment. In addition, each institute provides critical workforce training and skills development in these new technologies. By bringing to the table the entire supply chain associated with a particular developing technology, an innovation community emerges that will later form the basis of mature larger-scale manufacturing supply chains located within the United States. This is the first strategic plan for the National Network for Manufacturing Innovation (NNMI) Program. It describes the vision of the program and its goals. The plan identifies the methods by which these goals will be achieved, including the program's investment strategy, the mechanisms by which investments made by federal agencies will be coordinated, and the metrics by which the program will be assessed.

Book excerpt: How America can rebuild its industrial landscape to sustain an innovative economy. America is the world leader in innovation, but many of the innovative ideas that are hatched in American start-ups, labs, and companies end up going abroad to reach commercial scale. Apple, the superstar of innovation, locates its production in China (yet still reaps most of its profits in the United States). When innovation does not find the capital, skills, and expertise it needs to come to market in the United States, what does it mean for economic growth and job creation? Inspired by the MIT Made in America project of the 1980s, Making in America brings experts from across MIT to focus on a critical problem for the country. MIT scientists, engineers, social scientists, and management experts visited more than 250 firms in the United States, Germany, and China. In companies across America—from big defense contractors to small machine shops and new technology start-ups—these experts tried to learn how we can rebuild the industrial landscape to sustain an innovative economy. At each stop, they asked this basic question: “When you have a new idea, how do you get it into the market?” They found gaping holes and missing pieces in the industrial ecosystem. Even in an Internet-connected world, proximity to innovation and users matters for industry. Making in America describes ways to strengthen this connection, including public-private collaborations, new government-initiated manufacturing innovation institutes, and industry/community college projects. If we can learn from these ongoing experiments in linking innovation to production, American manufacturing could have a renaissance.

Book excerpt: Manufacturing plays an important role in the nation's economy, employment, and national defense. Accordingly, Congress has maintained a strong interest in the health of the U.S. manufacturing sector. The Obama Administration has undertaken a number of initiatives intended to support U.S. manufacturing, including establishment of the Advanced Manufacturing Partnership, Advanced Manufacturing National Program Office (AMNPO), Advanced Manufacturing Technology Consortia program, National Robotics Initiative, and Materials Genome Initiative. In his FY2013 budget, President Obama proposed the creation of a National Network for Manufacturing Innovation (NNMI) to help accelerate innovation by investing in industrially relevant manufacturing technologies with broad applications, and to support manufacturing technology commercialization by bridging the gap between the laboratory and the market. This book describes the National Network for Manufacturing Innovation while providing guidance on intellectual property rights for it, as well as institute performance metrics for NNMI.

Book excerpt: The United States has been the leading producer of manufactured goods for more than 100 years, and the manufacturing sector is once again adding jobs and opening new factories at its fastest rate in two decades. The United States has long thrived as a result of its ability to manufacture goods and sell them to global markets. Manufacturing drives knowledge production and innovation in the United States by supporting two-thirds of private sector research and development and by employing the vast majority of U.S. scientists, engineers, and technicians to invent and produce new products. Yet, in the 2000's, manufacturing faced major employment declines as factories were shuttered. U.S. strengths in manufacturing innovation and technologies that have sustained American leadership in manufacturing are under threat from new and growing competition abroad. In its July 2012 inaugural report, Report to the President on Capturing Domestic Competitive Advantage in Advanced Manufacturing, the first Advanced Manufacturing Partnership (AMP) called for a full court press to increase U.S. competitiveness for advanced manufacturing by sustaining U.S. investments in science, technology, and innovation; establishing a National Network of Manufacturing Innovation Institutes - a set of public - private partnerships to build shared high - tech facilities and advance U.S. leadership in emerging technologies; upgrading community-college workforce training programs and deploying the talent of returning veterans to meet critical manufacturing skills needs; and improving the business climate for manufacturing investment through tax, regulatory, energy, and other policies.

Book excerpt: Design and Operation of Production Networks for Mass Personalization in the Era of Cloud Technology draws on the latest industry advances to provide everything needed for the effective implementation of this powerful tool. Shorter product lifecycles have increased pressure on manufacturers through the increasing variety and complexity of production, challenging their workforce to remain competitive and profitable. This has led to innovation in production network methodologies, which together with opportunities provided by new digital technologies has fed a rapid evolution of production engineering that has opened new solutions to the challenges of mass personalization and market uncertainty. In addition to the latest developments in cloud technology, reference is made to key enabling technologies, including artificial intelligence, the digital twin, big data analytics, and the internet of things (IoT) to help users integrate the cloud approach with a fully digitalized production system. Presents diverse cases that show how cloud-based technologies can be used in different ways as part of the standard operation of global production networks Provides detailed reviews of new technologies like the digital twin, big data analytics, and blockchain to provide context on the role of cloud technologies in a fully digitalized system Explores future trends for cloud technology and production engineering
