Houstoun, a Scots surgeon em ployed for many years in the Company's factory at Cartagena, attributes the failure of its slave trade to its original exclusion from the cheapest slave-markets by the Royal African Company,1 but this disability ended in 1721 when an arrangement was made by which the South Sea Company engaged to procure all its slaves from the African Company at the rate of £22, 105. Nor can they be ascribed to its huge over capitalisation.
