Book excerpt: Barbed Wire Diplomacy examines how the United Kingdom government went about protecting the interests, lives and well-being of its prisoners of war (POWs) in Nazi Germany between 1939 and 1945. The comparatively good treatment of British prisoners in Germany has largely been explained by historians in terms of rational self-interest, reciprocity, and influence of Nazi racism, which accorded Anglo-Saxon servicemen a higher status than other categories of POWs. By contrast, Neville Wylie offers a more nuanced picture of Anglo-German relations and the politics of prisoners of war. Drawing on British, German, United States and Swiss sources, he argues that German benevolence towards British POWs stemmed from London's success in working through neutral intermediaries, notably its protecting power (the United States and Switzerland) and the International Committee of the Red Cross, to promote German compliance with the 1929 Geneva convention, and building and sustaining a relationship with the German government that was capable of withstanding the corrosive effects of five years of warfare. Expanding our understanding of both the formulation and execution of POW policy in both capitals, the book sheds new light on the dynamics in inter-belligerent relations during the war. It suggests that while the Second World War should be rightly acknowledged as a conflict in which traditional constraints were routinely abandoned in the pursuit of political, strategic and ideological goals, in this important area of Anglo-German relations, customary international norms were both resilient and effective.

The book also draws on more abstract human-centric concepts, including sovereignty as responsibility and human security, in order to assess the development of the concept of humanity for the mandate and practice of the ICRC. Critically this book uses semi- structured interviews with ICRC delegates to test the theoretical and doctrinal conclusions. The book provides a unique insight into the work of the ICRC. It also includes a case study of the work of the ICRC in the Democratic Republic of Congo. Ultimately the book concludes that the ICRC is no longer restricted to the provision of humanitarian assistance on the battlefield. It is increasingly drawn into long-term and extremely complicated conflicts, in which, civilians, soldiers and non-State actors intermingle. In order to remain useful for the people on the ground, therefore, the ICRC is progressively developing its mandate. This book questions whether, on occasion, this could threaten its promise to remain neutral, impartial and independent. Finally, however, it should be said that this author finds that the work of the ICRC is unparalleled on the international stage and its humanitarian mandate is a vital component for those embroiled in the undertaking of and recovery from conflict.

The book is different because it deals with women’s labour in both world wars and in all occupations, it covers the discrimination and prejudice they faced from men at every level, military and civilian, even when they had demonstrated beyond doubt that they were quick learners, industrious and proficient, and usually as good as any man. The book raises the embarrassing question why it has it taken so long for the prodigious contribution women made in both wars to be recognized, and why some women workers still remain air brushed from our military history after more than a century. As it turned out, little was beyond their capabilities and it is reasonable to suppose that without their huge efforts and accomplishments both wars might have turned out very differently for us.
