Beginning in the late 1980s, however, thousands of Brazilians left for the United States, Japan, Portugal, Italy, and other nations, propelled by a series of intense economic crises. By 2009 an estimated three million Brazilians were living abroad—about 40 percent of them in the United States. Goodbye, Brazil is the first book to provide a global perspective on Brazilian emigration. Drawing and synthesizing data from a host of sociological and anthropological studies, preeminent Brazilian immigration scholar Maxine L. Margolis surveys and analyzes this greatly expanded Brazilian diaspora, asking who these immigrants are, why they left home, how they traveled abroad, how the Brazilian government responded to their exodus, and how their host countries received them. Margolis shows how Brazilian immigrants, largely from the middle rungs of Brazilian society, have negotiated their ethnic identity abroad. She argues that Brazilian society abroad is characterized by the absence of well-developed, community-based institutions—with the exception of thriving, largely evangelical Brazilian churches. Margolis looks to the future as well, asking what prospects at home and abroad await the new generation, children of Brazilian immigrants with little or no familiarity with their parents' country of origin. Do Brazilian immigrants develop such deep roots in their host societies that they hesitate to return home despite Brazil's recent economic boom—or have they become true transnationals, traveling between Brazil and their adopted lands but feeling not quite at home in either one?

Though the political origin of the uncertainty cannot be ignored, Herrera identifies other sources of uncertainty emanating from the policymaking framework: fiscal policy was not responsive to the shocks, public debt instruments were used with several objectives (to stabilize the currency and to lengthen maturity) and there was inadequate supervision of agents holding public debt. Most of the flaws have been fixed following the crisis: * The primary fiscal balance has been increased, sending the signal that it is a flexible instrument that will be used to ensure commitment of the sovereign to honor its obligations. * The central bank formally transferred to the Treasury the remaining debt-issuance functions, facilitating a more adequate balancing of different risks involved in debt management. * Mutual funds' public debt holdings are better regulated, ensuring that end-investors have the proper information to assess the risk of the institutions in which they invest. In "Corporate Power And Social Responsibility" he gives a thorough, objective "social assessment" of the American corporation. He identifies trends which point to a changing corporate role at home and abroad and he offers creative reforms of corporate and public policy which will promote a more "just, efficient, creative and democratic society." Jacoby finds no evidence to support New Left charges that the U.S. has become a "corporate state." In fact, he says, corporate political power is waning, conglomeration is tapering off, the corporate share of the nation's wealth is holding steady at 28%. Competition, says Jacoby, is on the increase. Where price and quality of materials and manufacturing were once the only factors, mushrooming technology, new business practices and new markets have created new competitive pressures. An increasing variety of product features, services, warranties, credit terms and trade-in allowances have multiplied consumer choices. As a smaller and smaller proportion of personal income is spent on necessities, competition between different kinds of products has become more important (should discretionary income go for a sail boat or a trip to Europe?). In many industries, increasing competition from foreign manufacturers is a factor. Rapid changes in business practices and technology have even made potential competition from entering firms and new products animportant consideration. Still, Jacoby sees much need for improvement. He proposes measures to increase the political power of the consumer, upgrade the performance of boards of directors, expand the involvement of stockholders in company decision-making, encourage environmental responsibility, and make defense companies function efficiently. For the future, Jacoby predicts the continued decline of corporate power as government regulation expands and new, competing interest blocs spring up. At the same time corporations will become more responsive to changing social values and priorities. The rapid growth of multinational firms, he believes, will increase the stability of the world order and promote the growth of regional and world-wide political organization.

Overall, no systematic evidence that banking crises cause money demand instability is found. The paper also analyzes inflation targeting in the context of the IMF-supported adjustment programs.
