Book excerpt: The first part of the study examined North Carolina community college trustee demographic characteristics such as race, gender, age, and occupation. Trustees were randomly selected by appointing agency: the governor's office, the local board of education, or the local board of county commissioners. The study found that trustees were predominantly White, male, college educated, over the age of 50, and were currently or formerly involved in some aspect of business or education. The next part of the study focused on trusteeship by examining the difference in responses between first-term trustees and trustees serving two terms or longer. With almost no significant differences found between the two groups, trustees indicated that they overwhelmingly looked to the community college president for guidance, and over half of the respondents indicated that their boards as a whole evaluated their performance once every year or once every two years. Most trustees perceived that members of their governing boards worked well together all or most of the time. In addition, most governing boards provided funding for board development, and most trustees had experienced at least two or more board development opportunities. The final part of the study focused on the impact board development had on board effectiveness. A six-dimensional framework for board effectiveness, developed by Chait and associates, was used in the study, and the Board Self-Assessment Questionnaire (BSAQ), designed and revised by Holland and Blackmon, was implemented as the instrument of evaluation. Consistent with scores of various other organizations, the overall score for the education dimension was relatively low. In addition, correlation alpha, and regression analyses found that the six-dimensional model was significant yet contained weak predictor variables of effectiveness. Additional research is needed in the area of board effectiveness using the Chait model; however, this study provided baseline BSAQ sub.

Book excerpt: The purpose of this causal-comparative study was to compare the effects of gender on the perceptions that members of the boards of trustees of community colleges have of community college presidents. This study was guided by two research questions; the first one comparing the participants' perceptions of the male and female leader with the leader's gender acting as the sole independent variable; the second one examining the interaction effect of the participant's gender and the leader's gender on the participant's perception of the leader. Twelve boards of trustees within the North Carolina Community College System self-selected to participate. Participants read a brief vignette depicting a community college president exhibiting a transformational leadership style then evaluated that leader using the three Outcomes of Leadership subscales of the MLQ - 5X Short: extra effort (EE), effectiveness (EFF), and satisfaction (SAT). Half the boards of trustees received a vignette and survey depicting a male leader and half received a vignette and survey depicting a female leader. One hundred forty-seven surveys were distributed. Ninety-four surveys were returned. Data analyzed using MANOVAs and ANOVA revealed that, while both male and female participants rated the female president lower than the male president on all three subscales, the difference was not statistically significant; resulting in a failure to reject all null hypotheses.

Noah Brown writes about the intersection between community colleges and America’s need to regain economic momentum and its position as first in the world with respect to college attainment. By connecting past economic and education policies and investments to possibilities for the future and continued national progress, Brown reminds us that restoring America’s prominence is within reach. More importantly, he succinctly advocates for the power of community colleges to increase educational attainment, thereby reducing income inequality by allowing more Americans to access real economic opportunity.

Book excerpt: The American institution of Academic Boards of Trustees is examined, with attention to their operation and conduct; their importance to the effective functioning of American higher education; whether their roles are subject to erosion over time; and their relationship to the college presidency. The analysis is based partially on interviews conducted in previous Association of Governing Boards of Universities and Colleges (AGB) studies on the college presidency, and returned survey responses (N=1,400) on board operations from board chairs, presidents and heads of campus faculty organizations who were serving in 1987. The monograph covers various aspects of the operations of the boards of trustees, including their functions, their historical development, and trends. A number of evaluations are made, major problem areas are identified (such as drawing the line between what the board does and what the president and other administrators do) and 22 recommendations are advanced. The appendixes include the following items: (1) a list of participants; (2) the questionnaire itself; (3) various documentation, including reports relating to the board of trustees; and (4) a 12-page annotated bibliography. Book excerpt: In their highly regarded 1991 book, The Effective Board of Trustees, Chait, Holland, and Taylor identified six skill sets or competencies that differentiate strong governing boards from weak ones. Now they have taken their research to the next level by conducting an in-depth study of how the boards of colleges, universities, and other nonprofit organizations can raise their level of competence. In Improving the Performance of Governing Boards, the authors detail the findings of this multiyear study, and address the topics of effective trusteeship, board development, board cohesion, trustee education, and the improvement of board processes. They also discuss effective ways of responding to the resistance some trustees and institutional leaders exhibit toward board development efforts. All of the recommendations offered in the book have been field tested in real-life environments. The text is enhanced with charts and exhibits, and many revealing quotes from board members who participated in the study appear throughout. Readers will find that this book addresses the questions most frequently raised by institutional leaders and trustees about how to improve the performance of governing boards.
