Book excerpt: Terrorist bombs threaten American civilians and military personnel both at home and abroad. Analysis of data from previous terror attacks indicates the largest number of injuries result from projected glass shards from shattered windows and facades. Three key issues have led to increased interest in new window materials as well as changes in building design codes: (1) actual terror attacks, (2) the threat of future terror attacks, and (3) monetary losses due to hurricanes. New protective products include a wide variation of films and laminated glasses for retrofit and replacement. Air Force Research Laboratory (AFRL) research has shown that these protective films will reduce the fragmentation of the enclosed glass. However, protective films that are not anchored will not provide retention of the film/glass system under the severe blast loadings expected from terror bombs. This paper introduces the Flex window, a patent-pending blast-resistant window developed at AFRL, along with key design concepts. In addition, the paper presents results from actual blast tests of the Flex window. Tabular data and photo-documentation is used to illustrate the ability of the Flex window to handle blast pressures a full order of magnitude greater than the typical commercial "blast proof" window. New AFRL methods for modeling both exterior and interior loading functions are presented. In addition, possible response modes are discussed based on observations of high-speed video recordings. Book excerpt: Blast-resistant windows are no longer a futuristic concept, but a crucial security element. To ensure their effectiveness, Canada is developing design tools and standards. These tools empower architects and engineers with the knowledge to create windows that can withstand the immense pressure and debris of an explosion. Imagine software that simulates blast effects, allowing designers to test and refine window systems virtually. Standardized testing procedures will ensure consistent performance across different window designs. This meticulous approach is vital for critical infrastructure, government buildings, and even high-risk residential areas. By establishing clear design guidelines and rigorous testing methods, Canada is building a national shield. These windows won't just protect lives, they'll minimize structural damage, allowing for a faster recovery after an event. This initiative signifies a commitment to public safety and sets a valuable example for global security standards

Book excerpt: Over the past decade a reliable, but possibly conservative, practice has evolved for the design of blast resistant window systems. Herein, the procedure for glazing design is first summarized. This is then comprehensively compared to the results of various prototype tests. Next, the failure criteria for the glass component of the system is critically considered. Finally, the practice for window frame design is examined with a view toward reliable economies. Over the last 10 years, a design methodology has been formulated, developed and tested for the design of blast resistant glazing. Design procedures have been specifically developed for thermally tempered glass, semi-tempered glass, polycarbonate, laminated tempered, laminated semi-tempered, and annealed laminated glass. A procedure for analyzing monolithic annealed (regular plate or float glass) has also been established (none of the authors recommend annealed or wire glass for blast resistant design). This approach has been subjected to peer review and published in the Department of Defense Structures to Resist the Effects of Accidental Explosions, Army TM5-1300, Navy NAVFAC P-397, and Air Force AFR 88- 22, the Naval Physical Security Equipment Manual and the Corps of Engineers Security Engineering Manual Handbook. The approach has also been adopted for design by the United States Department of State and other governmental agencies. The theoretical approach used to develop the design curves, tables, and formulas has also been incorporated into many computer programs. Gerald Meyers developed and wrote TM, PE, PR, EMB, WINDOW, BWORK, BLASTOP, and GLASSTOP. Donald Baldwin has incorporated much of the theory into WINDX, GPLAC, WINLAC, SAFEVUE, MAXLITE, VUELITE and MAXVUE.

Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

Book excerpt: This paper is written to serve two purposes. The first is to provide a balanced overview on the many glazing materials available for blast resistant windows. As this particular field, unlike steel or concrete design, has many commercial interests actively involved in the marketplace and proposing design procedures, it can be difficult for the user and designer to gain a clear perspective. The second purpose of this paper is to add to the open engineering literature four blast tests performed on polycarbonate during the fall of 1994.

Available in PDF, EPUB and Kindle. Book excerpt: Historical records of explosion effects demonstrate that blast-propelled glass fragments from failed windows are often a major cause of injuries from explosions. Also, failed window glazing often leads to additional injuries as blast pressure can enter interior building spaces and subject personnel to high pressure jetting, incident overpressure, secondary debris impact and thrown body impact. These risks are heightened in modern facilities, which often have large areas of glass. Guidelines are presented for the design, evaluation, and certification of fixed or non-openable windows to survive safely a prescribed blast environment described by a triangular-shaped pressure-time curve. Window designs using monolithic (unlimited) thermally tempered glass based of these guidelines can be expected to provide a probability of failure equivalent to that provided by current safety standards for safely resisting wind loads.

Available in PDF, EPUB and Kindle. Book excerpt: Recent world events have drawn attention to threats that extend to the civilian population. A protective design approach for retrofit of existing structures has become increasingly palatable, despite the high costs, because of terror threats that were once considered "remote." Windows have always been one of the weakest points in most structures, primarily because of the requirement for transparency. Recent research at the Air Force Research Laboratory (AFRL) has addressed the difficult problem of retrofitting windows against the "combined threat" of a bomb blast followed by a chem-bio attack. In the recent Gulf War, several specific threats were highlighted for both US military forces and Israeli civilians. The most obvious threat to civilians in that conflict was explosive, as about forty SCUD missiles were launched into civilian areas of Israel. Less obvious, but even more potentially dangerous, was the threat of chem-bio weapons of mass destruction. Recognizing the weakness of entry points to chem-bio contamination, many Israeli civilians used plastic sheeting on the interior side of their windows during periods of increased threat. Recent research at AFRL has shown that, although cost-effective, this approach is woefully inadequate at the blast-pressures which would be expected in a terror attack, as clearly demonstrated by a sequence of still frames taken from blast test videotapes. The paper briefly discusses early pioneering work at AFRL that dealt with the use of clear polymer membranes (i.e., plastic sheets) to combat the combined threat, but the body of the paper focuses on recent developments in the evolution of "membrane" windows. The AFRL windows will resist blast high blast pressures, and will remain sealed against subsequent chem-bio attack, due to a patent-pending design which includes sever.

Architects and engineers have few, if any, publicly available tools, procedures, or formal guidelines to aid in designing blast-resistant glazing. This paper presents a design procedure for blast-resistant laminated glass. The procedure finds its basis in an empirical relationship between air blast pressure, positive phase impulse, and 60-second equivalent design loading for laminated glass and window glass constructions fabricated with laminated glass. The procedure is relatively simple to use. The paper also addresses framing considerations for the blast-resistant glazing. It gives a design example and shows comparisons with experimental results.
