He was a leading Soviet biology academic and, in the 1970s after becoming active in dissident circles, was arrested by the KGB, tried, imprisoned and subjected to internal exile. After his release, he continued to work for human rights, eventually becoming chairman of the Soviet Human Rights Committee and chairman of the Presidential Human Rights Commission, in which positions he was extremely influential in framing human rights provisions in post-Communist Russia. He subsequently took President Yeltsin to task for human rights failings, eventually resigning in protest. This book, by tracing Kovalyov's political career, shows how human rights developed in Russia in late Soviet and post Soviet times.

Book excerpt: Examining the reform process of the old age pension system in Russia, from its Soviet origins to the Putin era, Shocking Mother Russia adds significantly to the growing body of literature on comparative social policy and the political challenges of pension reform. Andrea Chandler explains why Russia's old-age pension system went into decline after the collapse of the Soviet Union in 1991, even though it was a prominent issue in the political arena at the outset of the post-communist transition. While tracing the roots of the system's difficulties to the Soviet Union's first efforts to establish a national social welfare system after 1917, Chandler nonetheless devotes the bulk of her study to the period from 1990 to 2001. While political factors impeded reform for much of this eleven-year period, ultimately Russia's striking policy reversals provide a case study for developing nations. In 1990, a new Russian pension law was adopted during the Soviet reform process of perestroika. The system was again significantly altered in 2001 when a market-reform-oriented package of pension legislation was passed. Shocking Mother Russia places the Russian experience in comparative perspective, and suggests lessons for pension reform derived from analysis of the Russian case.

Through a meticulous examination of original sources, including archival documents only made available for research in the 1990s, Professor Vadim Rogovin argues that the ferocity of the mass repression was directly proportional to the intensity of resistance to Stalin within the Communist Party of the Soviet Union (CPSU), particularly the opposition inspired by and associated with the exiled Bolshevik leader Leon Trotsky. Far from Trotsky being a politically isolated figure, as both Stalinist and anti-communist historians have claimed, there was substantial sympathy for his criticism of the Stalin regime in the ranks and even in the leadership of the CPSU, and support for his demands for inner-party democracy, greater social equality and an international orientation to the Bolshevik goal of world revolution. It was this political fact, as Rogovin demonstrates, that accounts for the purge reaching so deeply into the party apparatus, the military, the Komsomol youth movement, and the broader layers of the population. Rogovin bases his analysis on scrupulous research, quoting from newly translated or unpublished documents, including memoirs, meeting minutes, newspaper articles and trial transcripts. He documents the reaction of different social layers to the purges, including workers, peasants, non-party intellectuals and the CPSU rank-and-file. This book includes rarely published photographs of the prison camps, documenting the lives of those labeled by Stalin;enemies of the people. Chronologically, this volume takes up where its predecessor, 1937: Stalin's Year of Terror , left off, with the June 1937 plenum of the Central Committee that followed the purging of the Soviet military command and the execution of Marshal Tukhachevsky and other leading generals. It analyzes such critical events as the Bukharin-Rykov trial, last of the infamous show trials; the massacre of Trotskyists in the Vorkuta slave-labor camp; and the assassination by Stalinist agents of Leon Sedov, Trotsky's son, and other oppositionists outside the Soviet Union. It concludes with an examination of how the purges transformed the CPSU and Soviet society as a whole.
