In 1979, anger brewed over a show at New York's Artists Space entitled The Nigger Drawings. In 1969, the Metropolitan Museum of Art's exhibition Harlem on My Mind did not include a single work by a black artist. In all three cases, black artists and writers and their allies organized vigorous responses using the only forum available to them: public protest. Whitewalling: Art, Race & Protest in 3 Acts reflects on these three incidents in the long and troubled history of art and race in America. It lays bare how the art world--no less than the country at large--has persistently struggled with the politics of race, and the ways this struggle has influenced how museums, curators and artists wrestle with notions of free speech and the specter of censorship. Whitewalling takes a critical and intimate look at these three "acts" in the history of the American art scene and asks: when we speak of artistic freedom and the freedom of speech, who, exactly, is free to speak? A central focus of the book is regulation of media ownership and control, and, taking an historical approach, the book argues that early policy and regulatory decisions continue to have a significant influence on current reforms. Whilst policy and reform debates focus on ownership and control measures, the book also argues that such measures can not be considered in isolation from other regulatory instruments, and that a holistic regulatory approach is required. As such, content regulation and competition regulation are also considered. Underlying the study is the contention that much of the policy informing pluralism and diversity regulation, although making reference to the importance of the media's role in the democratic process, has also been skewed by a futile focus on the different regulatory treatment of the press and broadcasting, which is adversely influencing current policy debates. The book argues that a different approach, using the public sphere concept, needs to be adopted and used as a measure against which regulatory reform in the changing media environment can be assessed.

Book excerpt: In The Politics of Taste Ana María Reyes examines the works of Colombian artist Beatriz González and Argentine-born art critic, Marta Traba, who championed González's art during Colombia's National Front coalition government (1958–74). During this critical period in Latin American art, artistic practice, art criticism, and institutional objectives came into strenuous yet productive tension. While González’s triumphant debut excited critics who wanted to cast Colombian art as modern, sophisticated, and universal, her turn to urban lowbrow culture proved deeply unsettling. Traba praised González's cursi (tacky) recycling aesthetic as daringly subversive and her strategic localism as resistant to U.S. cultural imperialism. Reyes reads González's and Traba's complex visual and textual production and their intertwined careers against Cold War modernization programs that were deeply embedded in the elite's fear of the masses and designed to avert Cuban-inspired revolution. In so doing, Reyes provides fresh insights into Colombia's social anxieties and frustrations while highlighting how interrogations of taste became vital expressions of the growing discontent with the Colombian state.
