Book excerpt: The major objective of the study was to develop a procedure to determine the level of service using the RWIS speed measurements. The procedure developed can be used by ODOT to evaluate winter maintenance activities and for winter maintenance decision making. Average traffic speeds for five minute intervals were measured using NuMetrics road sensors and they were related to the pavement and driving conditions. In addition speed data from two other studies was used. The pavement conditions were determined by conducting surveys at rest area buildings using a questionnaire form. It was found that the average traffic speeds were significantly lower during a major snow event even when periodic plowing and salting was done. The average speeds decreased almost linearly for the period of the snow storm reached the minimum and then climbed back slowly towards higher speeds. The speeds appear to be a fairly sensitive measure to judge the condition of the pavement. The motorist judgments about the pavement condition and their perception of the safety of driving decreases during a rather severe winter storm which is mirrored in the speed decrease. It appears from the survey that about two thirds of the motorists judge the deterioration of the road conditions and the inadequate level of road maintenance during a winter storm as bad or moderately bad. The responses obtained for the car and the truck drivers are fairly close to each other indicating that both groups can judge bad road condition equally well. The observed road conditions appear to influence the drivers in terms of how they subjectively feel about the level of safety and stress experienced during driving in the winter storm. A simple procedure was developed for winter maintenance management to determine the condition of the road (freeways) based on the average speeds observed by the RWIS sensors. If the average winter speed of the traffic is equal or greater than the historical established wet/salted pavement speed, the level of service is considered adequate. According to the Swiss study, the wet/salted surface winter speeds are about 85% of the dry surface speeds for freeways and 96 % for city streets. If the average winter speed is below the wet/salted surface speed, the level of service is considered inadequate. Any speed less than 50% of the wet/salted surface speed indicates fairly bad road conditions and an extremely inadequate level of service. It should be noted that the winter pavement conditions can be highly dynamic. Depending on the rate of accumulation of snow, frequency of the snow plowing, length of the snow plow route, the pavement condition can improve and deteriorate a number of times during a winter storm. The level of service can get worse even with maximum snow plowing and salting effort in a situation with a high rate of snow accumulation. The winter speeds observed as a percentage of the average dry surface speed can be correlated with the level of service. A relatively more fine graduation of the level of service as a function of the percentage of the average dry surface speed is proposed in the recommendations of the report.

Winter weather makes the road dangerous and challenging to travel. Most US states have approached and implemented different winter road maintenance practices to make transportation of goods, services, and people uninterrupted. However, the state of Georgia has always struggled to deal with winter weather. Recently, there has been some progress. The Georgia Department of Transportation prepared a winter road treatment plan in 2019, and they are still working on improving it. Increasing emphasis on pre-treating the road rather than relying heavily on snow plowing and other post-treatment is the current trend in winter road maintenance. Pre-treatment reduces chemical use and has several other benefits. In this research, a pre-treatment requirement model was developed to calculate the amount of brine required to melt different snow and ice amounts. In the last three years, Georgia faced a few snow events; three were selected for analysis using the developed model. The study revealed that adjusting the pre-treatment amount at smaller snow events can eliminate the need for post-treatment. The model suggests that different parts of a route require different amounts of pre-treatment. The application of the brine amount can be adjusted based on snow accumulation prediction by the model. The model sensitivity analysis showed that more snow is accumulated at lower temperatures, and the effectiveness of brine in melting snow diminishes. Higher wind speed increases snowmelt resulting in lowered brine application requirements. The decision-making tool can optimize the amount of brine used by suggesting location and pre-treatment amount. The output of the model can be used in better decision making on winter road pre-treatment.

In the past few years, weather-related transportation issues have become a priority for the national research agenda. On June 14, 2004, the Iowa Department of Transportation hosted a regional, multi-disciplined forum. The purpose of the forum was to identify Midwest regional research and technology transfer priorities in weather-related transportation research and to discuss the possibility of establishing a regional research program to support the national road weather research agenda. The June 14 Weather Issues in Transportation focus group forum provided an opportunity for transportation agency professionals, professionals representing transportation users, commercial weather data and forecast providers, and members of the meteorology community to express their priorities for weather-related transportation research and technology transfer. Focus groups were organized into the following eight initiatives: (1) Weather Providers, (2) Weather Users, (3) Maintenance Equipment & Technologies, (4) Maintenance Management, (5) Maintenance Operations, (6) Traffic Operations & Safety, (7) Intermodal Traffic, and (8) Design & Construction. The focus groups identified and ranked 25 research problem statements that would require over $20 million for first-year funding if all projects were started in the same year.

A winter weather severity index has been developed that can be used to evaluate the performance of winter weather maintenance. This project involves the development of a physically-based analysis of winter severity, using estimates of the hourly rate of deposition of new snow/ice and the energy required melt it. The "Road Weather Severity Based on Environmental Energy" (RWSBEE) index can be considered an accumulation of energy, beyond that which is available from the environment, needed to melt snow/ice that has been deposited on the road surface on an hourly basis. The energy not provided by the environment that would be required to melt new snow can be thought of as a measure of the work required to remove the new snow from the road surface. We expect RWSBEE to provide a clearer understanding of the severity of the weather, allowing INDOT to better evaluate their performance, assist with after-action review of recent storms, and improve the reaction to future weather events.Winter weather conditions that occur across different regions vary substantially from hour-to-hour, storm-to-storm, and season-to-season. The methods of road maintenance for fighting snow and ice can also vary between different maintenance units. It is important for organizations that perform road maintenance to be able to quantify the severity of the winter weather conditions, for purposes of monitoring, planning, and evaluating their performance. The Indiana Department of Transportation (INDOT) currently uses estimates of winter weather hours to quantify the severity of winter weather. INDOT has determined that the information provided by the weather hour estimates result in wide variations in roadway treatment expenses across Indiana. State-of-the-art weather information can provide a clearer understanding of the severity of the weather, allowing INDOT to better evaluate their performance, assist with after-action review of recent storms, and improve the reaction to future weather events.

To this end, the research team first summarized the weather information resources used by transportation agency personnel in making winter maintenance decisions and investigated how weather information was used to support winter maintenance operations, through extensive literature reviews and surveys to winter maintenance professionals and the meteorological community. Following this, the research team developed a model for winter maintenance costs. A methodology of artificial neural network and sensitivity analysis was proposed and applied to three case studies to analyze the benefits and costs associated with the use of weather information. The benefit cost analysis showed that the use of weather information could bring more benefits than costs. Moreover, it was found that winter maintenance costs could be reduced by improving the accuracy of weather information and/or increasing the use of weather information. Finally, this study identified secondary benefits of deploying and using road weather information systems. These research results should help transportation agencies to guide and direct future investment in weather information services and technologies.
