In this global era, we live in a world of rising knowledge economies, digital technologies, and awareness of environmental issues. The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure. Book excerpt: This book is, in essence, about incentives: the incentives for competing societal interest groups to cooperate with each other to benefit from a growing economic pie, rather than fighting over a bigger share of a smaller one. This is the conundrum of economic development. If elite interest groups have both incentive and ability to allocate resources toward themselves, and if such rent seeking causes a decline in economic inefficiency, how can economies ever grow? The book illuminates the mechanisms by which in one of the world’s recent economic success stories— Vietnam’s rapid industrialization and passage into the middle-income category—the interest in cooperating to grow the economy overrode the elites’ instinct to allocate resources through the use of political power. The book shows how the need to provide positive conditions for international investment altered pay-off structures and pushed the all-powerful Communist Party of Vietnam to engage in bargaining with provincial officials; provincial officials with international investors; and finally all coercive elites even with the working classes. It describes the emergence of a harmony of interest among societal groups in which each group benefits from a growing economy, and no one group can monopolize the benefits of growth without hurting itself. The Vietnam case validates Nobel-Prize winning economist Mancur Olson’s proposition that elite predation can only be kept in check when the elite itself suffers from the economic decline it causes at least as much as it gains from the rents it collects.

Within days of France's defeat by Nazi Germany and Japan's military expansion into Southeast Asia in July 1940, the United States became involved in Indochina. Most histories quickly mention the colonial past, usually limited to the battle of Dien Bien Phu, to concentrate exclusively on the American war. A selection of published sources explains the context and the development of the long war while providing an overview of France's imprint on Indochina and Vietnam. The question "Why were we in Vietnam?" comes up regularly regarding the root causes for the ultimate deployment of over five hundred thousand US troops, most of them conscripts, into a virtually unknown land. When France left Indochina in 1954 it became an American problem. Weeks before the murder of John F. Kennedy came the overthrow of Ngo Dinh Diem and the escalation of the war in 1965–68. Finally, Richard Nixon, after extending the war into Cambodia, enacted both the Vietnamization process and negotiations in Paris between Henry Kissinger and Le Duc Tho, until the final act in April 1975, when the US embassy rooftop with the last helicopter taking off was flashed around the world as the grand finale to the war.

As a country that became known and is still remembered as one of the last remnants of Communist revolutions, Vietnam has managed to lift itself from one of the poorest war-torn post-colonies to one of the fastest growing market economies in Southeast Asia. Yet, while holding on to the legacy of a communist-led liberation movement, the present-day Communist Party of Vietnam (CPV) finds itself subject to political challenges from below. In recent years, dissident voices critical of the party-state's malgovernance over social, economic and environmental issues have mushroomed across classes, generations and provinces. Based on extensive ethnographic data, this book explores distinct political practices and political ideas of Vietnam's dissidents. It examines different anti-capitalist and anti-authoritarian practices of democracy, labour, peasant and religious activists and reveals that anti-capitalist and anti-authoritarian practices are—at times—motivated by nationalist, anti-communist and statist ideas and ideologies. However, the push to address the tensions stemming from this rapid growth also allow the suburbs to be a major source of urban innovation. Taking a critical social science perspective to identify political, economic, social, and environmental issues related to suburban infrastructures, this book highlights the similarities and differences between suburban infrastructure conditions encountered in the Global North and Global South. Adopting an international approach grounded in case studies from three continents, this book discusses infrastructure issues within different suburban and societal contexts: low-density infrastructure-rich Global North suburban areas, rapidly developing Chinese suburbs, and the deeply socially stratified suburbs of poor Global South countries. Despite stark differences between types of suburbs, there are features common to all suburban areas irrespective of their location, and similarities in the infrastructure issues confronting these different categories of suburbs.
