Using the 2013 Rana Plaza disaster as a departure point, and to prevent such tragedies from occurring in the future, this book presents an interdisciplinary analysis to address the disaster which resulted in a radical change in the functioning of the garment industry. The chapters present innovative ways of thinking about solutions that go beyond third-party monitoring. They open up possibilities for a renewed engagement of international brands and buyers within the garment sector, a focus on direct worker empowerment using technology, the role of community-based movements, developing a model of change through enforceable contracts combined with workers movements, and a more productive and influential role for both factory owners and the government. Book excerpt: This book examines five countries in South East Asia that are instructive case studies of how the region has had to negotiate pathways of development beyond crises and traps. At two ends of just one decade, 1997–2007, Indonesia, Malaysia, the Philippines, Thailand and Vietnam all had to weather the shocks of an East Asian financial crisis and a global financial crisis. Some economies might have buckled completely under those shocks and been condemned to long-term stagnation. Yet these five economies, part of the larger Asian region, emerged with continued if slower economic growth. An important theme of this book is that their resilience has been partly derived from the pursuit of growth and competitiveness along less known or recommended pathways. The chapters of this book take a novel approach to South East Asia’s search for growth and improvement. They do not begin by evaluating how far macro-level performances would take a particular country towards high-income status. Instead they provide original insights into actual cases of intermediate ways of achieving growth, upgrading and income improvement in non-privileged sectors. Such cases may hold more relevant lessons for the majority of developing countries than the experiences of highly developed economies.

By 2030, Asian economies are expected to be roughly four times larger than they are today, and Asia’s share of global output is expected to rise to 40% of the global total. In contrast, most countries in the Pacific have experienced extended periods of relatively low growth, and many have suffered significant setbacks from disasters. This book analyzes and discerns some of the main trends driving economic relations between Asia and the Pacific. It aims to assess how the 14 Pacific developing member countries of the Asian Development Bank can better tap into opportunities arising from Asian growth, and explores how the economic and financial integration between Asia and the Pacific can be expanded to benefit both regions. Pacific Opportunities identifies critical constraints on integration and sets out policy reforms to address these constraints to mutually beneficial economic ties between the two regions.
