The volume 'Population and family in the Low Countries' intends to facilitate this international discussion by at least partially lifting the language barrier curtain. Some of the articles and documents included were originally published in the Dutch language, others were written especially for this volume. Population and family covers a very wide field and so do the chapters presented. In addition to demographic studies, articles are presented on population and family sociology and social biology. The editors hope that this reader, the first in their yearly publication series, will serve its purpose.

Together with a few others, he was present at the cradle of Leuven sociology in the middle of the 1960s. He participated in the construction of the necessary administrative, logistic, and academic structures as well as in the establishment of the research and educational domains in which Leuven sociology would specialize. Very soon there developed a unique sociological prespective that is known as the Leuven triangle: the integration of sociological theory, methodology, and social policy. Within this framework, the name of Wilfried Dumon is inextricably bound up with the sociology of the family, or more broadly, with the family sciences.Without doubt, he was the standard bearer of Flemish family sociology. Hundreds of students profited from his unusual - others would use much more colorful adjectives - form of teaching, in both form and content. He was directly or indirectly responsible for virtually all the courses in Leuven family sociology, also outside of his own Faculty. And those whose licentiate or doctoral thesis dealt with a theme that was in any way related to subjects like marriage, the family, or sexuality, were invariably confronted with his critical analysis and unique vocabulary. Wilfried Dumon also took on many policy positions such as editorial secretary or editor-in-chief of journals, director or manager of all sorts of institutions, and member, director or chairman of several commissions and associations. And all of this both nationally and internationally. Indeed, Wilfried Dumon had and has an extensive and tightly knit network of warm academic contacts the world over.On the occasion of his retirement, a liber amicorum has been compiled. With this initiative, the Faculty of Social Sciences, the Department of Sociology, and the Section for the Sociology of the Family, the Population and Health Care wish to express deep appreciation and gratitude for an inspirer and standard bearer. Some individuals, such as Joseph Conrad or Vladimir Nabokov, have overcome that handicap brilliantly. Others learn to live with it: they can express themselves sufficiently lucidly in a second language to make their voice heard internation ally. At least when they have something original or striking to say they will be certain to reach their peers. Most scientists and scholars fall into that category. Others, again, have to wait until their work has been translated before its value is recognised. This may apply even to those whose mother tongue is widely read. The writings of Frenchmen Lyotard, Derrida, Baudrillard or Foucault on post-modernism, on language, discourse and power, for example, had tremendous world-wide impact only after English translations appeared on the market. De Gans' study of the development of population forecasting in The Nether lands is another striking illustration of the effects a language barrier may have. He demonstrates convincingly that although a -possibly some what awkward Dutchman named Wiebols, was a pioneer of modern cohort component demo graphic forecasting, he never received international recognition for this. In his thesis of 1925 Wiebols employed the newest instruments of demographic analysis in improving forecasting methodology.

The annual rate of increase in the world population is approximately 90 million people. This is the largest absolute level of population growth ever recorded. According to the most recent population projections of the United Nations, the world population will probably double again before stabilising at a stationary level. Ninety percent of the present and future population growth is accounted for by developing countries. The fast increase in the size of the population in many developing countries is a serious obstacle to their attempts to overcome their backwardness, make a substantial improvement to their quality of life, and achieve a sustainable way of exploiting their renewable and non-renewable resources. At the same time, non-sustainable consumption and production patterns in the industrial countries and among wealthy citizens in developing countries, place additional burdens on the planet's natural resources and ecosystems. With a view of considering these problems and elaborating policy guidelines, the United Nations staged its International Conference on Population and Development (ICPD) in Cairo, Egypt, September 5-13, 1994. This monograph deals with the background to the ICPD, its preparation, proceedings, and contents. It also evaluates its results and recommendations by comparing the ICPD Action Programme with the current scientific literature. The ICPD dealt with the key issues concerning the interrelations between population, development and environment, and their causes, and was not limited to marginal issues such as abortion, promiscuity and homosexuality as was the impression given in the media as a result of the way these questions were distorted by the action of religious fundamentalists. The ICPD Action Programme forms an impressive charter with a broad range of relevant policy recommendations. Nevertheless, compared to most of the current scientific literature, the ICPD seems to underestimate the seriousness and urgency of the issues at stake.

Rather than giving a rough overview of demographic changes in many countries, a comparison of differences in changes in family formation and fertility behaviour between Belgium and The Netherlands is interesting for various reasons. First, even though the economic and cultural differences between these countries are relatively small there is one important difference: Belgium is predominantly Catholic, whereas The Netherlands has about equal proportions of Catholics and Protestants. Second, if the Second Demographic Transition implies that there is one common pattern of change in different European countries and that differences across countries are due to the fact that countries are in a different stage of the transition process, and if it is assumed that the transition process started earlier in Protestant countries than in Catholic countries, one would expect The Netherlands to be in a further stage of the transition process than Belgium. Thus an in-depth comparison of changes in family formation and fertility behaviour between both countries may give us more insight in the question of whether there is one common transition process. The comparison of fertility and family survey-data in both countries brings us to the core question of whether there is one common explanation for differences between countries in various types of fertility and family behaviour under consideration, namely fertility regulation, the choice of living arrangement after leaving the parental home, and the labour force participation of mothers.
